Development Department of the Naval Research Laboratory has a
requirement for scientific and technical efforts related to research,
development and implementation of Space and Aerospace Systems. General
Program Areas include: (a) Contract Compliance and Reporting, which
will include tasks for contract phase-in, contract control and status
reporting, and security and safety compliance; (b) Situational
Reporting, which will include tasks for program plans and briefings,
configuration control, data control, system technical documentation,
and documentation review and evaluation; (c) Systems Engineering, which
will include tasks for system integration and testing, current
operational spacecraft systems engineering, systems modifications,
systems application engineering, performance analysis, and integrated
logistics support; (d) Systems Design and Development, which will
include tasks for design and development of communications, command,
control, computer and support systems, and design and development of
experiment and payload systems; (e) Systems Effectiveness, which will
include tasks for reliability, maintainability and availability
engineering, quality assurance engineering, parts engineering, material
and processing engineering, failure analysis, and facility systems
effectiveness support; (f) Fabrication Activities, which will include
tasks for packaging design, material acquisition and control, and
fabrication and assembly; and (g) Demonstration and Experiment
Performance. A detailed statement of work, workforce requirements,
contract data requirements, and a list of applicable specifications,
standards and publications will be included in the solicitation file.
The anticipated period of performance for any resulting contract will
be five years. NRL uses Electronic Commerce (EC) to issue RFPs and
amendments to RFPs. This solicitation and any amendments to it will be
available via the Internet approximately fifteen (15) days after
publication of this announcement at the URL address provided below.
