Solid Axial Stage (ASAS) Development program, Contract
F04611-88-C-0008, consisted of the design, development, and
demonstration of solid axial rocket motor propulsion technologies which
included safe and arm (S&A) devices, thrust vector control (TVC),
attitude control systems (ACS), state of the art energy management
systems, stage separation systems, propellant tailoring and composite
cases. The Air Force Research Laboratory, Propulsion Directorate,
Rocket Propulsion Division, (AFRL/PRR), Edwards AFB, CA, using the
authority of 10 U.S.C. 2304( c)(1), as implemented by FAR
6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies
or Services will Satisfy Agency Requirements, is planning to negotiate
a follow-on contract (ASAS II) with the Thiokol Corporation, Elkton
DLV Operations, for a twelve (12) month technical effort and a three
(3) month reporting phase for follow-on development and demonstration
of solid booster technologies listed above that began under the ASAS
program. The contract award will take place in June 1998, with the
first demonstration of the solid rocket motor technologies required by
August 1998. (Motor requirements: composite case, 280s Isp, mass
fraction >.91, propellant mass >6000lbm, L/D 6.5, Favg-vac 60,000
lbf.) The concluding motor demonstration is required by June 1999.
Specific areas of technological development that are on going and will
be completed under the contract shall include aft end thrust
termination, light weight, high strength, high stiffness, composite
cases, multifunctional electro-optical S&A devices, combined ACS/TVC
using safe liquid propellant, high performance, flat burn rate exponent
propellant, dual area TVC nozzles, low cost, erosion and diffusivity
sprayable insulation, low cost and debris igniters, and non-eroding
throats. Any interested sources shall have engineering expertise in all
of the following areas on motors similar to the demonstration motor
specified above. Engineering expertise shall include multifunctional
electro-optical Safe and Arm devices. Sources shall have expertise in
ACS and TVC, including deflecting nozzle actuators and safe liquid
injection actuators. Sources shall have expertise in solid propellant
tailoring, grain design and analysis for high operating pressure
propellants in high L/D motors. Sources shall have demonstrated
expertise in lightweight low or non-eroding throats for highly
aluminized propellants. Interested sources shall have expertise in
stage separation systems including thrust termination and reversal.
Sources shall have expertise in consumable igniters. Interested sources
must submit information including pricing that clearly demonstrates
their ability to meet the screening criteria listed above within the
