U.S. Dept of Commerce/NOAA/NOS intends to negotiate on a sole source
basis with Columbia Analytical Services, Carlsbad, CA., Using
Simplified Acquisition Procedures to provide services for 1 analyzing
sediment samples using the P450 Reporter Gene System bioassay, 2.
Performing chemical analyses on a selected few samples that show
unusally high RGS responses. The sediment samples will be collected by
NOAA and its collaborators as part of sediment toxicity studies in
Puget Sound, NY/NJ Harbor System and Chesapeak Bay. The RGS analysis
involves testing for toxicity of contaminate sediments on the basis of
the luminescence produced by a genetically engineered cell line know
as cypla1-Luciferase gene construct, this cell line is proprietary and
can only be used under license. Columbia Analytical Services currently
holds the exclusive licenses to use it on environmental samples. Offers
that have the ability to provide the above support are invited to
submit information as to their capabilities and other pertinent data to
the address above, to be received no later than 15 days after the date
of this notice. No solicitation documents exists, therefore a request
