SOLICITATION NUMBER: 50-SPNA-8-00021. The National Weather Service,
Office of Hydrology is seeking support from an organization that is
well qualified to translate an extensive compilation of technical
documentation from English to Spanish and is familiar with
water-management engineering terminology used in Mexico. The Mexican
Comision Nacional de Agua (CNA) and the National Weather Service (NWS)
are cooperating in a program to transfer river-forecasting technology
to Mexico. A central element in this 1996-2001 program is the NWS
River Forecast System (NWSRFS), a set of computer programs that
processes a wide variety of hydrometeorological data and information,
performs a certain hydrologic and spatial analysis, and forecasts river
flow. The National Weather Service (NWS) is composed of a very large
number of lines of computer codes is supported by a large volume of
documentation, all of which is written in English and accessible on the
Internet.The documentation consists of about 1,800 WordPerfect
documents, comprising about 4,000 pages. NWSRFS documentation consists
of nine volumes that are complex and dynamic. It is complex because it
consists of sections of headings and descriptive references. it is
dynamic because sections of it are updates from time to time as
components of the NWSRFS are modified or added to the system. This
dynamisim will result in a need for a continuous translation
capability. Historically, an average of 5% to 10% of the documentation
will change each year. The contractor shall create sectional
English-Spanish Equivalence Tables (ESQT) that will be inserted at the
end of translated sections. The ESQT's shall be located immediately
after the references section shall contain (1) all English-language
terms that are found in equations, figures, and tables in the section,
and (2) their Spanish-language equivalents. the ESQT also shall
contain the figure captions and table headings that appear in the
sections. Excluding figurecaptions and table headings, the ESQT's in
all the translated documents shall be compatible; i.e., the
translations of a particular tehcnical term in English is consistenly
translated to the same term in Spanish through the duration of the
contract. The contractor shall aggregate all of the pairs of English
and equivalent Spanish terms in a Master ESQT and maintain it
throughout the duration of the contract. This procurement is intended
to initiate the translation of NWSRFS documentation from English to
Spanish. The NWS and CNA anticipated the translation of the
documentation shall begin in calendar year 1998 and continue through
