Contracting Officer; 301-496-6546 The National Library of Medicine
(NLM) seeks a contractor to support document delivery services for
Interlibrary Loan (ILL) and an Overnight Photocopy Service (OPS) within
the Collection Access Section (CAS) of the Public Services Division.
Performance of this contract will take place 100% on-site at the NLM.
NLM receives approximately 1,200 to 1,500 requests per day, a total of
over 350,000 in 1997. Using automated request slips identifying
library material sought, the contractor will be required to retrieve
journals, books, and audiovisuals, check the identified document
against the request, and either scan, or photocopy the article for
delivery to the requesting institution. Books and audiovisuals for loan
outside the library will be pulled and delivered to a mail handling
station. Requested material will be searched for in NLM's collection,
housed on three levels of the library building, shelved by call number
and organized by document type: books, journals and audiovisuals.
Documents to be scannedwill be taken to one of nine scanning
workstations which employ the Relais System software, a document
delivery and processing system. The Relais System monitors the document
delivery process, tracks the whereabouts of requests, captures the
scanned images, and either delivers documents directly via a
communications server through the Internet or telefacsimile, or sends
the images to a high speed printer for mailing. The contractor also
assumes responsibility for taking documents off the printer and
packaging them for mailing to libraries and institutions all over the
world. The contractor will be expected to lease the high-speed printer
and to support its operations and maintenance, including a backup
solution. THE PROPOSED CONTRACT IS 100% SET-ASIDE FOR SMALL
DISADVANTAGED BUSINESS CONCERNS THAT ARE CERTIFIED UNDER SECTION 8(A)
OF THE SMALL BUSINESS ACT AND QUALIFY UNDER SIC CODE 7375, INFORMATION
RETRIEVAL SERVICES, WITH A SIZE STANDARD OF $18 MILLION. OFFERS FROM
CONCERNS OTHER THAN ELIGIBLE 8(A) FIRMS WILL NOT BE CONSIDERED. It is
anticipated that a fixed-price, indefinite delivery (indefinite
quantity) type contract will be awarded for a period of one year, with
options to extend the term of the contract for four (4) additional
one-year periods and options for additional quantities within each
year. The Request for Proposal (RFP) will be available approximately
fifteen calendar days from publication of this announcement. All
responsible 8(a) firms that qualify under SIC Code 7375 may submit a
proposal which will be considered by the National Library of Medicine.
