statement in order to submit a proposal. The issue date of the work
statement will be May 5, 1998 and the closing date for proposals will
be 2:00;m on Tuesday, May 19, 1998. Certified small business concerns
will be given preference in accordance with FAR 13.105(a). See numbered
note (1). The purpose of this acquisition is to secure the services of
an expert training consultant to provide professional services in
support of the Department's Office of the Inspector General(OIG) report
writing and presentation efforts. These professional services include
providing expert training services on writing OIG reports and on new,
innovative techniques and approaches that can be used in the
development, presentation and issuance of timely reports which satisfy
the reporting requirements as outlined in Government Auditing
Standards. Other aspects of the training include: 1) development of
finding attributes,i.e. condition, criteria, cause, effect, and
recommendation; 2)report presentation and content i.e. format-report
cover and framework of material, and substance-factual information
which is objective and related to the scope of the assignment; and 3)
report information that is persuasive to convince management to act on
OIG's recommendations to address the conditions found. In providing
this expert training service, the contractor will have to provide two
(2)training sessions at OIG Headquarters in Washington, D.C. and at a
training session at each of OIG's field office locations in Atlanta,
GA, Philadelphia, PA, Chicago, IL, Dallas, TX, and Sacramento, CA. The
anticipated length of each training session is expected to be 3 to 5
