and Alcoholism (NIAAA) is conducting a market survey to ascertain the
availability and technical capability of small businesses to perform
NIAAA's requirement to: develop, implement, and evaluate coordinated
research dissemination programs through the mass media to general
audiences; prepare, publish and disseminate through the mass media
materials that communicate new knowledge and innovative strategies to
the alcohol field including research scientists and service providers,
the general health and science communities, and other key audiences;
and collaborate with Institute staff in planning and implementing such
activities. The title of this project is "Critical Research
Communications." A mandatory requirement exists that the successful
offeror must have, or be willing to establish an office within 60
minutes commuting distance by car from the Willco Building in Bethesda,
Maryland. Potential offerors unable to comply with this requirement
will be considered technically incapable of performing the required
tasks. Anticipated beginning date of the new contract is September 30,
1998. The Government anticipates awarding a three (3) year,
cost-plus-fixed-fee contract. Interested small business firms should
furnish capability information addressing the following: (1) ability to
provide a multidisciplinary staff with a broad range of skills
including expertise in: developing and implementing strategies for
disseminating research news through the mass media including print,
broadcast and electronic media; disseminating national and local level
research news; and communicating with minority audiences including
ethnic audiences and audiences defined by a health condition or
vulnerability; (2) identification and availability of individuals with
academic backgrounds in the biological sciences, journalism, health
communications, and social marketing research and dissemination. Staff
must have a minimum of three years experience in science writing,
including writing for research news dissemination through the mass
media, broadcast production, science news analysis, and health
communications programs; (3) documented previous corporate experience
in managing similar contracts; (4) corporate experience in project
management and administration; (5) availability of staff to meet
frequently with NIAAA staff at the Willco Building in Bethesda,
Maryland with as little as two hours advance notice; and (6) the firm's
status as a small business under Standard Industrial Code 8742, with a
size standard of $5.0M. This is not a Request for Proposal (RFP), and
responses should not include budgetary information. An original and
three (3) copies of your capability statement should be submitted to
the NIAAA Contracting Office. All responses will be considered before
further acquisition action by the Government. Any information received
because of this announcement will not be provided to other contractors
and will normally be considered solely for determining whether to
conduct a set-aside competitive acquisition. Firms responding to this
market survey should provide pertinent information to the requirements
mentioned above within fifteen (15) calendar days from the publication
of this CBD announcement. The final determination by the Government to
set-aside this requirement, based on any and all information received,
