supplemental equipment to enhance the capabilities of the current
controller equipment now being used in LeRC's supersonic wind tunnel.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). Priority Rating: DO-A7; FSC Code: 6625; SIC Code:
3829; Small Business Size Standard: 500 employees NASA/LeRC intends to
purchase the items from the Process Control Division of Westinghouse.
This is an upgrade of the current equipment (Westinghouse Distributed
Process Family (WDPF) controller equipment); it will add a gaseous
oxygen and gaseous hydrogen control system, as well as improve the
current speed control system. No other product (or group of products)
is known to be sufficiently compatible with the WDPF equipment to
assure functional reliability in the current environment. The
Government intends to acquire a commercial item using FAR Part 12. THIS
IS NOT A SOLICITATION. THIS IS AN ANNOUNCEMENT OF THE GOVERNMENT'S
INTENTION TO MAKE A SOLE SOURCE AWARD. NO SOLICITATION WILL BE ISSUED.
ANY INTERESTED PARTY THAT BELIEVES THAT ITS PRODUCT(S) CAN SATISFY THE
REQUIREMENT HEREIN DESCRIBED IS INVITED TO RESPOND IN WRITING DIRECTLY
TO THE CONTRACTING OFFICER, NO LATER THAN 4:30pm on MAY 22, 1998. Such
submittal shall include a description of the firm's/product's relevant
qualifications/capabilities, and will be used solely for the purpose
of determining whether or not to conduct this procurement on a
competitive basis. Responses received after May 22d or without the
required information will be considered nonresponsive to the synopsis
and will not be considered. A determination by the Government to
compete, or not to compete this proposed effort on a full and open
competitive basis, is solely within the discretion of the Government.
Oral communications are not acceptable in response to this notice. An
