Sought for this requirement (Submission No. 190905, dated April 17,
1998) is cancelled and replaced with the following: The Naval Surface
Warfare Center, Dahlgren Division is seeking to identify sources
capable of providing design, fabrication documentation, engineering,
integration, training and testing for a variety of Navy and Marine
Corps weapon systems, their components and subcomponents. This
requirement is a follow-on to NSWCDD Contract N00178-95-D-1008 with
Synetics Corporation. This Sources Sought is issued to identify viable
8(a), socially and economically disadvantaged small business, and
small business concerns capable of fulfilling the requirements of a
5-year indefinite delivery/indefinite quantity type contract. Task
orders to be issued will involve work relating to guns, munitions,
sensors, electronics, optics, guidance and control systems, aerodynamic
design, and mechanical and structural engineering. The following are
the general areas of support: 1) Product Design consisting of
electronic circuit design, mechanical component design to include items
to withstand high "g" gun launch, sensor design, guidance systems
design, CAD/CAM capability with the capability to use ProEngineering
software, and optics design; 2) Component Fabrication of experimental
rubber panels to achieve special electrical properties and electronics
to include surface mounting electronic components and the fabrication
of mechanical components; 3) Project Management Support to include
development and maintenance of Lotus Notes, review of ECPs, planning
documents and schedules, conducting technology evaluations, performing
requirements analysis and allocation reviews, drafting, reviewing and
analyzing advanced warfighting concepts papers, providing electronic
presentation, televideo conferences, visually recording special events
and digitalization and transfer of images, scanning, optical character
recognition (OCR) and archiving documents on CDs 4) Engineering
Analysis such as providing modeling and simulation support to include
high level architecture (HLA) design, development and analysis for
modeling simulations, conducting engineering data analysis related to
design or development, analysis to support predictions, trends or
modeling related to financial, technical or human factors issues, and
finite element, thermal, structural or hydrodynamic analysis, 5)
Systems Engineering and Integration for gun and fire control, combat
systems, and Marine Corps weapons and sensors, 6) Test Support
including analysis of test data, preparation of test and experiment
plans, gun barrel inspection, and gun mount trouble shooting, 7)
Software Engineering including C/C++ programming to support real time
control functions, 8) Preparation and Maintenance of Detailed Program
Schedules using Primavera, 9) Training including combat tactics and
operational concepts, equipment operations and maintenance training,
preparation of electronic manuals and course materials and software and
software application training, 10) Computer Network Administration, 11)
C4I Command, Control, Communication, Countermeasure and Integration
analysis and documentation, and 12) Technical Documentation including
reports, graphics arts to render weapon system concepts and battle
scenarios, design and preparation of presentation materials, and
creating and managing data bases. A SECRET facility clearance is
required during contract performance. It is anticipated that
approximately 500,000 labor hours will be required of the following
labor categories: Program Manager, System Engineer, Computer Scientist,
Project Engineer (electrical and mechanical), Technical Writer,
Technician, Configuration Management Specialist, CAD Operator, Typist,
and Engineering Assistant. Places of performance include NSWCDD,
Dahlgren, Virginia and Marine Corps Systems Command, Quantico,
Virginia. The Standard Industrial Classification (SIC) Code for this
requirement is 8711 and the size standard is $20M of average annual
receipts over the past three years. Interested parties are invited to
respond to this Sources Sought Announcement Number N00178-98-Q-1061 by
providing, at a minimum, the following: (1) demonstration of your
understanding of Navy and Marine Corps weapon systems, (2)
demonstration of the offeror's ability to provide support in the
technical areas identified above, (3)sample resumes of the Program
Manager, System Engineer, Computer Scientist, Project Engineer,
Technical Writer, and Configuration Management Specialist, (4)
corporate experience in fulfilling similar requirements for the
Government, (5) facilities including square footage of buildings and
laboratory space, and (6) company size based on the identified SIC
Code. Responses to this Sources Sought Announcement are due on or
before close of business on 01 May 1998. Two copies of the responses
