intends to issue on a sole source basis a purchase order to Mitretek
Systems, 7525 Colshire Drive, M.S. Z570, McLean, VA 22102 for providing
services to the Bureau of Justice Statistics (BJS), a bureau of OJP,
which will aid BJS in the cost analysis of implementing an automated
records management system (RMS) compatible with the National
Incident-Based Reporting System (NIBRS). This purchase order will be
negotiated in accordance with authority of 41 U.S.C. 2152(c)(1) -- Only
one responsible source with unique capabilities. Mitretek has assisted
various Federal, State and local law enforcement agencies in their
efforts to evaluate and adopt incident-based reporting systems and
practices. Also, Mitretek has gained a unique familiarity with state
and local perspectives regarding information and communications
systems. This is not a request for quotation. Any other firm desiring
consideration must submit documentation which demonstrates its
