Officer Indefinite delivery contract to perform hurricane evacuation
studies for locations along the Atlantic and Gulf Coasts for the
Wilmington District, NC, Army Corps of Engineers. Contract will be
negotiated for a 12-month performance period with an option to renew
for two additional 12-month option periods. Total value of the contract
will not exceed $165,000 for each 12-month period with no individual
task order exceeding $150,000. The base and option periods will not
exceed one year each, but option periods may be exercised when the
contract amount for the current period has been reached. PROJECT
INFORMATION: Work consists of hazard analysis, vulnerability analysis,
coastal evacuation planning, transportation planning, behavioral and
psychological analysis, modeling, report presentation, report writing
and production, graphic arts, and other services related to hurricane
hazard assessment and evacuation analysis. The study process will
involve development of alternate evacuation plans, evaluation of
alternate plans, and presentation of the best plan to the Government
and others. SELECTION CRITERIA: The following evaluation criteria,
listed in descending order of relative importance, have been
established for this contract: A. Specialized experience in the type of
work required as described above, (1) Firm experience: Firm must
clearly demonstrate specialized experience in the preparation of
hurricane evacuation studies. (2) Key personnel experience: Extent of
hurricane evacuation study experience by personnel assigned to the work
will be considered. B. Professional Qualifications - Personnel should
include, but not be limited to, a registered professional engineer in
position of responsibility, civil engineers, transportation engineers,
transportation planners, and behavioral analysts. C. Capacity to
accomplish the work in a timely manner -- Firms must be able to
complete multiple tasks in a timely manner. D. Past Performance on DOD
contracts. E. Proximity to the job site -- east and gulf coasts. F. SB
and SDB Participation: Extent of participation of small business, small
disadvantaged business, historically black colleges and universities
and colleges, and minority institutions in the proposed contract team,
measured as a percentage of the total estimated effort. G. Equitable
Distribution of DOD contracts: Volume of DOD contract awards in the
last 12 months as described in Note 24. SUBMISSION REQUIREMENTS: See
Note 24 for general submission requirements. Interested firms having
the capabilities to perform this work must submit a copy of the SF 255
(11/92 edition) and a copy of the SF 254 (11/92 edition) for the prime
and all consultants to the above address not later than Close of
Business on the 30th day after the date of publication of this
announcement. If the 30th day is a Saturday, Sunday or Federal holiday,
the deadline is the close of business of the next business day.
