Dapore, ext 236 Potential Sources Sought. This is not an RFP. Potential
sources sought: ASC/YTZ is conducting a market survey for Contractor
Logistics Support (CLS) for the T-1A Aircraft. We anticipate a 10-year
Firm Fixed Price (FFP) contract with annual options and Economic Price
Adjustments (EPA) after the fifth year. We also anticipate RFP release
on or about 30 November 1998 and contract award on or about 1 July
1999. CLS activities will transition from the incumbent contractor to
the new contractor by October 1999. There are 180 T-1A aircraft. The
T-1A is a twin-engine Raytheon Beechjet 400T business jet modified for
training military student pilots for subsequent assignments to
transport and tanker aircraft. Aircraft are presently stationed at four
main operating bases (MOB): Columbus AFB, Mississippi; Randolph AFB,
Texas; Laughlin AFB, Texas; and Vance AFB, Oklahoma. The current CLS
contract includes contractor field modification teams, component
overhaul, logistics supply/support and engine overhauls. Air Education
and Training Command will perform organizational maintenance. The
government has procured some repairable spares to foster competition in
this recompetition. These spares will transition from the incumbent
contractor to the new CLS contractor. At a minimum, the CLS contractor
will need associate contractor agreements with the aircraft sustaining
engineering contractor (Raytheon Aircraft Company) and major subsystem
contractors for avionics, engines, etc. An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his/her concern during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to

Experience: An outline of previous or current contracts of the same

specific and pertinent information that would enhance our consideration
