within the Substance Abuse and Mental Health Services Administration
(SAMHSA) requires a contractor with demonstrated expertise, credibility
and organizational capability to provide a wide array of technical
assistance to non-profit community based organizations that provide
substance abuse treatment services in order to assess and enhance their
business practices as a way to increase treatment services through
improved business management. The program will encompass
state-of-the-art organizational development interventions appropriate
for non-profit organizations, interactive training experiences
(classroom, seminars, regionalized meetings), consultants, and resource
materials (in various forms -- printed, electronic, etc.). Up to 5
awards will be made on a regional bases. Each region is anticipated to
offer Technical Assistance services to approximately 1000-2000
Community Based Organizations (CBOs). This program must be conducted by
a Contractor(s) with a regional scope and demonstrated credibility and
experience. The Contractor will be responsible for demonstrating a
thorough knowledge of the project and the tasks to be undertaken,
presenting a sound and practical technical approach, appropriate staff
and consultants with the requisite types of topical expertise, a
credible and comprehensive management approach to the project, and
appropriate facilities and equipment. CSAT intends to contract with a
regionally based organization(s) that can assess the composition of
non-profit substance abuse treatment providers within a given region,
assess the business needs and practices of non-profit CBOs in a given
region, identify currently existing treatment providers who are highly
successful in terms of business practices as well as treatment
services, develop a technical approach based on sound and practical
assumptions, and present an approach to providing the technical
assistance services that is realistic and comprehensive. The contractor
is expected to deliver the required services and end products through
staff and consultants who can offer special expertise in those areas
identified above. CSAT plans to award up to 5 three year awards. The
estimated date for issuance of this RFP is May 6, 1998 with responses
due thirty days later. This solicitation may be obtained in either of
two ways; electronically, by downloading a file from the SAMHSA Web
Site at http://www.samhsa.gov or by mail. Files will not be made
available on the Web Site until on or after the estimated issuance
date. Once downloaded, you should determine if you have a continuing
interest in the RFP. If so, you must either write the individual
identified above that you wish copies of amendments to the RFP (if any)
sent to you by mail or check the Web Site regularly for amendments
which will also be posted there and can be downloaded electronically.
You may choose either method for obtaining amendments. Note, however,
that if you rely on the Web Site for obtaining amendments, at this time
we have no way to assure, and will therefore assume no responsibility
for assuring, you have downloaded these amendments. Requests for copies
of the RFP to be mailed must be made in writing. Requests will be
filled on a first-come, first-served basis until the supply is
exhausted; however, there is no assurance that copies requested after
the twentieth day will reach the requestor before the due date for
