Office of Tax and Revenue (OTR) has a requirement to obtain a
Remittance Processing System (RPS) to better accomplish its tax
administration responsibilities. The Office of Tax and Revenue is
responsible for processing payments made by District citizens in
fulfillment of their tax obligations. Presently, this processing is
accomplished both in-house and by lockbox contractors. As part of an
overall tax modernization initiative, OTR desires to modernize in-house
remittance processing through the application of up-to-date remittance
processing technology. The RPS to be acquired will be used in
connection with collecting, depositing, processing, accounting, and
reporting of the District's real property, individual income,
franchise, personal property, individual income declarations, franchise
declarations, sales and use, employer withholding, hotel occupancy, and
arena fee tax revenues. Because of the time critical nature of
remittance processing and the commitment of the District's Chief
Financial Officer to utilize the most efficient cash management
techniques possible, the remittance processing function, and hence the
systems used to process remittances, are deemed mission critical. --
-- -- - This solicitation, to be issued during the week of April 20-24,
1998, sets forth requirements for the development, integration,
testing, implementation, operation, and maintenance of the RPS. The RPS
will consist of a technological system (automated data processing
equipment [ADPE] and supporting software) integrated with
organizational and human procedures (tasks, jobs, organizational
structure, and human resources). RPS will be managed and operated by
OTR's Returns Processing Administration (RPA). The contract resulting
from this procurement will provide the District with all products,
services, and information resources required to implement, operate and
maintain an integrated system to meet the RPS objectives as specified
in this solicitation. The contract will also provide for technology
enhancements and technology renewal throughout the life of the
contract. As such, the remittance processing technology procured
through this solicitation must be advanced, but thoroughly proven and
able to meet a stringent system availability requirement. Additionally,
the selected contractor must make a systems life commitment to provide
prompt and competent hardware and software support. Because of the
critical nature of the processes and the District's reliance on
contractor support for the life of the system, OTR strongly believes
that upon contract award, the District and the contractor will have
entered into a partnership. Consequently, the District is seeking
contractors who have a demonstrated ability to provide the long term
support such a partnership demands. -- -- -- -- -- -- To obtain a copy
