The Environmental Protection has a requirement for Diversity Training for the Office of Communications, Education and Media Relations (OCEMR)Staff and Managers. The Government intends to award a Firm Fixed Price Contract using the Simplified Acquisition Procedures of FAR 13 for Small Business. The EPA is FACNET Certified. Statement of Work shall consist of the following: Proposed Goals of Training People comprehend how institutionalized racism has historically functioned. People agree not to perpetuate past inequities and injustices. People understand and take responsibility for their own feelings, thoughts and actions. People learn how stereotyping of groups and/or individuals (1) happens (2) hurts People actively work to challenge stereotyping, typecasting, pigeonholing of self and others. People actively seek to enhance their communication skills and sensitivity to a broad range of others. OCEMR commits to create a work environment where every person is encouraged to more fully employ his or her unique talents and abilities, and no person's contribution is overlooked or disregarded. All endeavor to broaden and deepen OCEMR's reach and to communicate effectively with our diverse internal and external customers. Training Recommendations: That training commence in May 1998. (The date will be determined after the final approval of the procurement request. All OCEMR employees, managers and staff, should undergo the same Diversity/Team Building training within a similar time frame. Training should have concrete, measurable and realizable objectives. Prior to training, bench marking research should be conducted to assess where staff is at, so that progress can be assessed over time. Training should be cumulative; presented in three phases over a 9 to 12 month period for each employee, with goals developed and assignment to be completed in between as part of the ongoing implementation plan. The contractor shall submit their implementation plan describing their approach on how the three phases will be developed. Managers and staff should be trained together, with an extra one hour session per phase set aside exclusively for management. As no more than 20 people can effectively be involved in interactive training at any one time, the larger group can be broken out into 2 or 3 smaller groups for each training session. Sessions to be 3 hours long each, preferably from 9:30 AM to 12:30 PM. The breaks will be determined by the contractor. Training will take place in the WIC at EPA headquarters. Each session will have a cross-section of OCEMR employees, so that no one unit of OCEMR is isolated from the others and so that no division or office is completely out of commission at any one time.
