synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. This announcement/solicitation is
issued as N00102-98-Q-0900 and incorporates provisions and clauses
effective through Federal Acquisition Circular 97-03. This acquisition
is NOT reserved for Small Business. However, the quoter's size status
may affect entitlement to award in the case of a tie. The standard
industrial classification (SIC) code is 7359 and the small business
size standard is $5 million in annual receipts. Rental of dehumidifier
and chiller during the spring and summer season at Portsmouth Naval
Shipyard, Portsmouth, NH. This must be a complete system with one
chiller unit connected to two dehumidification /AC units. Item 0001,
Two month rental of dehumidifier and chiller equipment to provide
proper conditioned air continuously without being manned while the
daily and seasonal ambient conditions vary greatly. Equipment to
include the following: two (2) desiccant type modular dehumidifier
units with air-conditioning; dehumidifier sized to remove at least 43
pounds of moisture at 800 SCFM. Processed air to be at 52 degrees dew
point or lower; supply fan capable of providing at least 800 SCFM at
3.66 T.S.P. in WC with a 1.79 System Loss in WC; Intake air shall be
pre-filtered; Air-conditioning to be a cooling coil module after
dehumidification (i.e. postcool accessory); Cooling coil sized to
provide a minimum of 9 tons of cooling with an airflow of 800 SCFM and
a temperature leaving the cooling coil of 60 degrees Fahrenheit dry
bulb or lower; Dehumidifier units to be separated by as much as 350
feet from each other; Required utility shall be electric, 460 volt AC/
3 phase/ 60 hertz and/or pressurized steam. The chiller unit will be
one twenty (20) ton air-condensing type chiller unit to be shared by
each of the dehumidifier units including the following: shared chiller
unit to be as much as 200 feet from each dehumidifier unit; Besides
initially charging the chiller with fresh water, the only required
utility shall be electric (460 volt AC /3 phase / 60 hertz). Also
included is a total of 300 feet of eight (8) inch flexible duct for
processed air (150 feet for each desiccant unit); controls shall be an
automatic humidstat and manual operation for temperature adjustment;
equipment to include interconnecting flex duct between the dehumidifier
and air-conditioning modules, hoses between the chiller and the
dehumidifiers, electrical cable/ steam hose to be nearest available
utility source; all equipment shall be sufficiently portable and
liftable so as to be hoisted into a drydock; each desiccant unit
(includes cooling coil, filters, fan, and damper) and the chiller unit
shall have an overall footprint smaller than 8 feet X 14 feet. Item
0002: Initial delivery, training session for the operation and control
of the equipment, set-up and start up; 1 Each. Item 0003: dismantling,
removal and return of the equipment; 1 Each. Item 0004: option to
extend the rental up to an additional two months in one month
increments (Note: options will be evaluated in award). Delivery shall
be within 7 days after receipt of order. Place of delivery is Porsmouth
Naval Shipyard, Portsmouth, NH. The following clauses/provisions from
