SOLICITATION: This project includes the furnishing of all labor,
tools,equipment and materials to provide new fire alarm system
equipment replacement for five existing buildings, located at USCG Base
Mayport, Mayport, Florida, and removal of all existing fire alarm
devices and related wiring and raceways to accommodate the new work.
This new equipment must be compatible with the existing Simplex Time
Recorder Company Model 4020 Addressable Fire Alarm System. Provide
basic power from the existing circuits at the Mechanical Room Building
of the Galley/Barracks Building to power the new fire alarm panels and
provide telephone wiring from each new fire alarm panel to the nearest
telephone terminal cabinet in each building. The existing ionization
type smoke detectors, which will be removed under this contract, shall
be returned to their original manufacturer. All costs related to this
work shall be included. The contractor shall submit certification and
signed receipt indicating that the detectors were received by their
corresponding manufacturers. Existing detectors are ADT. Estimated
range is between $25,000.00 and $100,000.00. Payment bonds are
required, if over $25,000.00. This solicitation is being isssued
pursuant to Small Business Competitiveness Demonstration Program and is
open to large and small business participation. All responsible sources
may submit a quote, which will be considered by this agency. No

Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization (OSDBU) has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
