Headquarters, U.S. Marine Corps is requesting quotes to fulfill a
requirement of the United States Marine Band for Compact Discs. This is
a combined synopsis/solicitation, M00027-98-R-0005, for commercial
items that has been prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotations
are requested with references and product samples (which may not be
returned). A narrative discussion of quality control methodologies used
during the manufacturing process should be included. Details of
manufacturing experience for similar requirements (size and type)
should be provided, including previous customer name, address
point-of-contact and phone number. A more formal written solicitation
will not be issued and this solicitation is issued as a Request For
Quotation (RFQ). The incorporated provisions and clauses of this RFQ
are those in effect through Federal Acquisition Circular 04. The
requirement is the manufacturing, copying and packaging of 15,000 sets
of 10 CDs EACH with the following TECHNICAL SPECIFICATIONS: This
effort includes the glass mastering, replication, and packaging of 5"
Compact Discs. All print materials required will be provided by the
Marine Band and shipped directly to the vendor. Each of the ten CDs per
set will have a unique 3-color label and be inserted into a unique
pre-printed sleeve, which will be supplied by the Marine Band. Sleeved
CDs will be collated with the supplied CD booklet, inserted into the
supplied hinged box, and shrink-wrapped. For each of the ten CDs in
each set, the Marine Band will provide unique camera-ready artwork for
the 3-color disc label(s) as well as a unique CDR, 1630, or DDP
master. Freight charges for shipping of the completed CD sets to Marine
Barracks, 8th and I Streets S.E., Washington DC 20390-5000 shall be
included in the package price offered. Offerors are advised as follows:
Label art and masters should be received by the successful vendor not
later than 4 August, 1998. Print materials and hinged boxes will be
provided to the vendor by 25 August, 1998. Delivery of all completed CD
sets shall be not later than 15 September, 1998. The provisions of FAR
52.212-1, Instructions to Offerors -- Commercial applies to this
advertisement (addenda N/A ). In addition, 52.212-2, Evaluation --
Commercial Items applies to this acquisition. Award will be made to the
responsible offeror whose offer conforms to the solicitation and is
found to be most advantageous to the Government, price and other
factors considered. The specific evaluation criteria to be included in
Paragraph (a) of FAR 52.212-2, Evaluation -- Commercial Items are
presented in descending order of importance as follows: 1.
Technical/Past Performance 2. Price. Technical and past performance
when combined will be considered substantially more important than
price. However, if technical proposals are determined to be
substantially equal, award may be made on the basis of price alone.
Offerors should include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications-Commercial Items, with its
offer. The clause at 52.212-4, Contract Terms and
Conditions,-Commercial Items, applies to this acquisition (addenda N/A
). The clause at 52.212-5, Contract Terms and Conditions Required To
Implement Statutes Or Executive Orders-Commercial Items, applies to
this acquisition; additionally under paragraph (b) thereof the
following sub-paragraphs are hereby checked, (6), (7), (8), (9), (10),
and (11), regarding which, if any, additional FAR clauses cited in the
clause are applicable to the acquisition. Warranties provided shall at
a minimum be consistent with standard commercial practices. Quotes and
any product samples to be provided are due not later than 1:00 P.M. 8
