NASA/MSFC plans to issue a Request for Quote (RFQ) for a study entitled "Investigation of Hydrous Ruthenium Oxide Pseudo-Capacitors for Pulse Power Applications." This study is being procured under the University Research Basic Ordering Agreement (BOA) Program with the university community within the United States. The purpose of this study is to develop techniques to produce electrochemical capacitors, using hydrous ruthenium oxide, for pulse power applications. Research will be at the contractor's facility with a period of performance of 9 months. Quotations will be evaluated using best value criteria stipulated in the BOA. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The SIC Code and Size Standard are 8733 and 500, respectively. The DPAS Rating for this procurment is DO-C9. The anticipated release date of RFQ 8-1-8-EB-B8851 is on or about April 20, 1998, with an anticipated quote due date of on or about April 27, 1998. All qualified responsible sources may submit a quote which shall be considered by the agency. An ombudsman has been appointed -- See Internet Note "B". Questions shall be submitted in writing. The cut-off date for questions is April 22, 1998 at 2:30 pm. The solicitation and any documents related to this procurement will be available over the Internet.
