sixty (60) month effort to provide engineering and technical expertise
(for as yet undefined completion tasks) to support the production and
distribution of Scientific and Technical Intelligence (S&TI) by the
Air Force's Intelligence Community, to include the National Air
Intelligence Center (NAIC) at Wright-Patterson AFB OH, the Air
Intelligence Agency (AIA), Air Force Information Warfare Center
(AFIWC), and the 480th IG. The resultant contract will maintain the
ability of the Air Force Intelligence Community to provide timely and
accurate assessments of foreign air and space based weapon systems.
Many of the threats will require a quick response to unforeseen S&TI
requirements. The draft evaluation criteria for the procurement is here
for your information. EVALUATION CRITERIA Factors one and two are rated
as equal importance to each other but both being of more importance
than the factor three and factor four. Factor three and four are in
descending order of importance; Factor 1- Model Synthesis. Demonstrate
engineering methods to satisfactorily respond to the needs of NAIC
with rapid prototypes of models and simulations suitable to NAIC's
threat assessment environment. Pertinent topics include; geometric
representation, reverse engineering, query languages & data formats.
Factor 2- Systems Integration. Demonstrate methodology to integrating
new software into the software development environment at NAIC. Methods
for identifying and assessing existing tools, databases, languages,
modelers, etc. must be addressed. Offeror must demonstrate an
understanding of the impact on the organization as a whole. Pertinent
topics include: configuration management, software reuse, interface
requirements, to include High Level Architecture (HLA) and Defense
Information Infrastructure (DII) Common Operating System (COE). Factor
3- Technology Areas. Demonstrate an understanding of the technology
areas identified in Annex 1 to the Statement of Scope and their
appropriate application to Scientific and Technical Intelligence
analysis at NAIC. Pertinent topics include: data exploitation,
data/tools/model development, database technologies, S&TI production
and dissemination. Factor 4- Management. Demonstrate a sound approach
to contract and subcontract management. Pertinent topics include
methodology to respond with appropriately cleared personnel at NAIC in
a timely manner, assessing technical performance, monitoring and
reporting expenditures, providing guidance on NAIC computer
environment, and acting as a link between the government and the
subcontractor. Assessment Criteria: Factor 1,2 and 4 will be evaluate
against the following criteria. -Soundness of Approach -- Extent
proposal provides evidence that Offeror has a sound approach to meeting
the program objectives set forth in the Statement of Scope, and adheres
to sound software development and engineering practices. Factor 3 will
be evaluated against the following criterion: -Understanding of the
Problem -- Extent proposal provides evidence that the Offeror
understands the technical complexities of the effort and understands
the responsibilities in meeting program objectives. Cost Area: Cost
will be evaluated for reasonableness and realism. Two web sites that

CPFF Indefinite Delivery/Indefinite Quantity contract with work to be
performed via individual Delivery Order. Delivery Order
requirements/tasking may be classified. SCI security clearance is
required for performance. The solicitation will not be classified. The
successful contractor may receive and/or generate technical data
subject to export control in the performance of the contract. Therefore
prospective offerors must provide a completed and approved DD Form 2345
which certifies the offeror is on the Certified Contractors Access List
(CCAL) or the offeror is seeking application to CCAL. The successful
offeror must have a completed and approved DD Form 2345 prior to award.

Center at 1-800-352-3572. Foreign participation is excluded at the
Prime Contractor level. An Ombudsman has been appointed to hear
significant concerns from offerors or potential offerors during the
proposal development phase of this acquisition. Routine questions, such
as clarifications of the Statement of Scope or the terms and
conditions, are not considered to be "significant concerns" and should
be communicated directly to the Contracting Specialist, Bruce Montoya,
315-330-4580. The purpose of the Ombudsman is not to diminish the
authority of the contracting officer or program manager, but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate Government personnel. The Ombudsman
for this acquisition is Jerry Amoroso, Chief, Policy and Management
Branch, at 315-330-3411. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. The Ombudsman should only be contacted with issues
or problems that have been previously brought to the attention of the
Contract Specialist/Contracting Officer and could not be satisfactorily
resolved at that level. See Numbered Note 26 -- No telephone requests
for solicitation will be honored. All requests must be addressed to the
attention of the Contract Specialist, Bruce Montoya, reference code
I-8-4443-IFKRF, and contain the respondent's FAX Number and Commercial
and Government Entity (CAGE) Code. All responsible sources may submit
a proposal in response to the RFP which shall be considered. The RFP
will be released no sooner than fifteen days after publication of this
