Research Laboratory Munitions Directorate (AFRL/MN) intends to award a
contract for the upgrade of a partially completed, government owned,
LASH II laser radar (LADAR) sensor to that of a fully functional STAR
LADAR sensor. The Air Force wishes to maximize the use of its parts
on-hand to reduce risk and to expedite the procurement of this LADAR
sensor. Both of these sensor types are flight-worthy diode pumped solid
state LADARs. The completed STAR LADAR is required to provide LADAR
data and support for the LOCAAS (Low Cost Autonomous Attack System) and
OPEL (Optical Processor Enhanced LADAR) programs. Respondent must have
knowledge of all operating modes and technical characteristics of the
subject sensors. Firms having applicable interest, capability and
background should submit particulars in accordance with Numbered Note
25 to AFRL/MNK, Eglin AFB FL 32542-6810, Attn.: Jean Pulley. Firms will
be evaluated on their experience, personnel, and facilities. Responses
to this synopsis must bereceived no later than 5 May 1998. Respondents
to this notice will not be notified of the results of the evaluation of
information submitted. This synopsis is for information and planning
purposes only, does not constitute an IFB or RFP, and is not to be
construed as a commitment by the Government. After statements of
compatibility have been screened, a solicitation will be issued to
those prospective sources that, in the sole judgment of the purchasing
activity, have the potential of successfully fulfilling the
requirements of the planned contract. Firms responding to this synopsis
should state whether they are or are not a small business concern or a
small disadvantaged business concern as defined in FAR 52.219-1 and
FAR 52.219-2, respectively. The Air Force reserves the right to
consider a small business set-aside based on responses hereto. This
requirement may be pursued sole source if the Air Force determines that
only one source is capable of satisfying the requirements. Direct

established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his concern during the proposal development phase of this acquisition.
All potential offerors should establish channels to voice concerns
before resorting to the use of the Ombudsman. When requested, the
Ombudsman will maintain strict confidentiality as to the source of the
concern. The Ombudsman does not participate in the evaluation of
proposals or in the selection decision. The Ombudsman should only be
contacted with issues or problems that have been previously brought to
the attention of the contracting officer and could not be
satisfactorily resolved at that level. Potential offerors are invited
