Station, Dahlgren Division, Naval Surface Warfare Center, intends to
acquire from Lockheed Martin on a sole source basis a cost-plus-fixed
fee Contract for a follow-on to Contract N61331-97-C-0006. Lockheed
Martin is uniquely Qualified for this effort having been awarded a
contract based on their proposal submitted in response to NSWC Surf
Zone technology and Obstacle Clearance BAA N61331-96-R-0024, Subject
area 2: Marking of lanes or obstacles by unique methods. This proposed
contract extends the analysis of the Precision Assault Navigation
System (PANS) performance with the Gulf Range drone Control Upgrade
System (GRDCUS) based Distance Measuring Equipment (DME) hardware under
different scenarios. A test will be designed and conducted to
demonstrate the PANS performance. Data collected during the test will
be analyzed. This action is unsuitable for full and open competition.
Any other contractor would have to duplicate Lockheed Martin's efforts
under the previous contract and understand how the GRDCUS functions
prior to being able to perform the proposed efforts. GRDCUS was
developed by Lockheed Martin. The period of performance for this
