for Surveillance and Tactical Acoustic Projectors and Associated
Material Technologies. The Space and Naval Warfare Systems Center, San
Diego (SSC SD) issues this Broad Agency Announcement (BAA) under the
provisions of the Federal Acquisition Regulation (FAR 6.102(d)(2)). SSC
SD is interested in applied research and development proposals related
to the development of low and tactical frequency (<5 kHz) and high
power (>10 kW) acoustic projectors for the generation of either
impulsive or modulated sound for the application to tactical and / or
surveillance systems. Emphasis is on novel designs with one or more of
the following characteristics: (1) High efficiency; (2) Small size;
(3) Low weight; (4) Wide frequency bandwidth; (5) Large depth tolerance
(in range of 0 -- 1000m); (6) High reliability; and (7) High linearity.
All proposals received will be evaluated after the closing date by a
government evaluation team. Award decisions will be based on a
competitive evaluation using the following criteria in descending order
of importance for evaluation merit: (1) Overall technical/scientific
merits of the proposed development; (2) Technical/developmental risk --
evidence that the objectives are achievable; (3) Corporate risk --
capabilities, related experience, past performance, facilities,
techniques, or unique combinations of these, which are integral factors
to achieving the proposed objectives; and (4) Realism of the proposed
cost and availability of funds. The merit of each proposal will be
evaluated in response to one or more of the research and development
areas indicated. Proposals submitted must be in conformance will the
instructions that will be provided by the SSC SD Supply Department.
Anyone wishing to offer a proposal must first request an information
package by Wednesday, 13 May 1998, which will contain useful technical
information. Please fax your name, company affiliation, company
address, your telephone number and your fax number with your request to
George Petersen at fax number (619) 553-4464. Next, submit a white
paper no longer than 10 pages including graphs and figures by Thursday,
4 June 1998. A government evaluation team will evaluate these white
papers on or before Thursday, 25 June 1998. Up to 20 offerors of the
top white papers will be asked to submit a proposal. The criteria used
to rate the proposals (see above) will also be used to rate the white
papers. Offerors who have been asked to submit a proposal, will also
be invited to a three-session conference held at SSC SD, Bayside,
Building 128 Auditorium, which will be held in late July/early August.
During the first session, all U.S. company representatives of invitees
may attend a review of ongoing contracts and hear what has been
accomplished as a result of the last workshop in 1995. In addition,
several government agencies will speak regarding their needs in the
area of source technology. During the second session, offerors in
attendance will be allowed to give a 20-minute presentation of their
intended proposal to a Government only audience. Conference attendance
is optional, but open only to those invited. Offerors will not be
allowed to attend presentations by other companies during the second
session. The presenter will receive feed back from the Government as to
its level of interest within five working days after the conclusion of
the conference. The third session is open to government attendees
only. Attendees must register and send their visit request and/or
security clearance by not later than four working days prior to the
start of the conference. The proposal format and registration
information will be supplied along with the invitation to submit a
proposal. Representatives of foreign owned companies must submit their
visit requests/ security clearances through the embassy of the
company's country. The deadline for submission of the proposals is
Thursday, 20 August 1998. Proposals shall be formatted in two volumes,
a technical volume (volume one) and a cost volume (volume two).
Volumeone shall be no longer than 40 pages including graphs and
figures, but not including resumes. Offerors must state in their
proposal, on the cover page, that it is submitted in response to this
BAA. Proposal submission is not restricted in any way to any particular
entity. The standard industrial classification code is 8731 with the
small business size standard of 500 employees. In addition, contract
proposals that exceed $500,000 submitted by all but small business,
must be accompanied by a Small, Small Disadvantaged and Women-Owned
Small Business Subcontracting Plan in accordance with FAR 52.219-9.
Award decisions will be based on a competitive selection of proposals
resulting from a scientific review by the Proposal Evaluation Team
(PET). Multi-year development projects are preferred provided the
offeror can structure a baseline demo phase followed by option phases.
One to two year baseline projects are acceptable. The government
anticipates funding four cost-type contracts, not-to-exceed $500K each
for the baseline phase under this BAA; however, the number of
proposals funded will depend upon the technical merit of proposals
received and available funding. The government may negotiate the
complete effort including options, but initially provide funds only for
the baseline effort. There will be no formal request for proposal (RFP)
or other solicitation with regard to this BAA nor does the issuance of
this BAA obligate the government to fund any subsequently invited
proposals nor pay any proposal preparation costs. The government
reserves the right to accept a submitted proposal and negotiate for
contract award up to 24 months from the date the proposal is due.
