DAHA36) A requirement exists for architect-engineering services under
an indefinite delivery/indefinite quantity contract for the
Pennsylvania Air National Guard, 193rd Special Operations Wing,
Harrisburg International Airport, Middletown, Pennsylvania. The type of
projects will be facility renovations, new construction, and
infrastructure upgrades involving all architect and engineering
disciplines. Services may include: preliminary concept designs, site
investigations, detailed construction designs and construction period
inspections. Projects presently being considered for design are
construction of a vehicle maintenance facility, replacement of a base
supply warehouse, construction of air traffic control support
facilities, replacement of a composite support building, facility
upgrade of an air to ground target range, construction of new
maintenance facilities, replacement of water distribution systems, and
replacement of heating systems. The resultant contract shall be
established for one (1) year with four (4) option years. A single
delivery order/project will not exceed $600,000. Total value of all
delivery orders under this contract will not exceed $1.5 million per
year. Past individual delivery orders have averaged less than $50,000,
although several projects are anticipated with an estimated
construction cost between $3,000,000 and $5,000,000. The Architect and
Engineering selection criteria will include in descending order of
importance, 1) Professional qualifications necessary for satisfactory
performance of required services in architectural, civil, electrical,
mechanical, structural and environmental engineering disciplines, 2)
Specialized experience and technical competence in designing a broad
range of military facilities similar to the projects previously
mentioned including experience in prescribing the use of recovered
materials and achieving waste reduction, pollution prevention and
energy efficiency in facility designs 3) Capacity to accomplish the
work in the required time, 4) Past performance on contracts with
Government agencies and private industry in terms of cost control,
quality of work, and compliance with performance schedules, 5) Location
in the general geographical area of the Middletown, Pennsylvania
facilities and knowledge of this locality. Locality of the projects
will be primarily at the 193rd Special Operations Wing with a few
projects located at the 258th Air Traffic Control Group, Johnstown,
Pennsylvania and the 201st Red Horse Squadron, Fort Indiantown Gap,
Annville, Pennsylvania. Additional projects not specifically detailed
may develop at other National Guard facilities or federal facilities
throughout the Commonwealth of Pennsylvania and adjacent States. Firms
must submit Standard Forms 254 and 255 to the USPFO for Pennsylvania,
Department of Military and Veterans Affairs, Purchasing and
Contracting Office, Room #242, Fort Indiantown Gap, Annville,
