combined synopsis/solicitation for commercial items and services
prepared in accordance with the format in Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and
a written solicitation will not be issued. This solicitation number
F49642-98-R0033 is issued as a request for proposal(RFP) and will
result in an Indefinite Delivery/Indefinite Quantity (ID/IQ) type
contract with firm fixed-price burdened hourly labor rates with cost
reimbursable CLINS for a base period from date of award through 30 Sep
98, with 2 one year options. The contract shall have a minimum value
of $40,000.00 and a total maximum/ceiling of $3,000,000.00. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-04. This
acquisition is being acquired on an Other Than Full and Open
Competitive Basis and is open to eligible 8(a) companies pursuant to
FAR 6.204. Contractors shall obtain all Exhibits and Attachments
(twelve documents) cited herein via fax from the Contract Specialist
above. Requests should be made immediately; confirmation of receipt of
a legible fax is required. In order to be considered responsive,
offerors must certify in writing that their proposal meets all
requirements set forth in this solicitation, attachments included. The
standard industrial classification code is 4813. Description of
Requirement: The contractor shall provide all materials to include
copper telephone and fiber optic cables (except for those specified as
Government Furnished Materials), supplies, parts, labor, and
contractor-owned tools, equipment, and incidentals for this
procurement. Contractor shall install, maintain and test copper
telephone and fiber optic cables on Bolling Air Force Base and all
facilities occupied/supported by the 11th Wing in the National Capital
Region as identified on individual task orders. A pre-proposal
site-visit is scheduled on 5 May 98 at 09:00 EST. Offerors interested
in attending must call the Contract Specialist for details. Delivery
and Acceptance will be made as identified on individual task orders.
Task Ordering Procedures: A. Request for Proposal. (1) When the
Government has a requirement for work to be performed under this
contract, the Contracting Officer (CO) shall submit a Request for
Proposal notifying the Contractor of (i) the work to be performed, (ii)
the desired performance schedule, and (iii) any other information as
may be considered to be of assistance to the contractor in preparing a
cost proposal. (2) The request for proposal shall not obligate the
Government to issue task orders under this contract nor shall it
authorize the contractor to perform any work pursuant to such request
for proposal prior to receipt of a fully executed task order. B.
Submission of Proposal. (1) Upon receipt of requests for proposal from
the Contracting Officer(CO), the contractor shall (i) acknowledge
receipt of the request, and(ii) furnish a proposal within fourteen
calendar days unless otherwise specified by the CO. (2) Proposals shall
be submitted in duplicate and shall include but not limited to the
following: (a) Number of labor hours, cost of labor category and skill
level. (b) Rationale for labor categories, skill levels and number of
hours proposed. (c) Cost of material. (d) Schedule of performance. (3)
Upon receipt of the proposal, the CO shall (i) issue a task order based
upon the cost estimate furnished, or (ii) reject the contractor's
proposal and return for revision, or (iii) reject the proposal and
cancel the requirement. (4) Upon completion of any assigned tasks
orders, the work performed will be inspected for Government Acceptance.
FAR 52.212-1, Instructions to Offerors-Commercial Items, and FAR
52.212-2 Evaluation -- Commercial Items, are incorporated by reference
and apply to this acquisition. Offerors shall include a completed copy
of the provision at FAR 52.212-3, Offeror Representation and
Certifications—Commercial Items and DFAR 252.212-7000 Offeror
Representations and Certifications-Commercial Items with its offer. The
FAR Clause 52.212-4, Contract Terms and Conditions -- Commercial Items
is hereby incorporated by reference. The clauses at FAR 52.212-5
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders-Commercial Items apply to this acquisition,
specifically, the following cited clauses are applicable: 52.222-41,
52.222-42 (See Attachment 11, U.S. Department of Labor Wage
Determination Number 94-2103, revision 14), and 52.222-43. Additional
FAR Clauses that are applicable are 52.217-8 Option to Extend Services,
52.217-9 Option to Extend the Term of the Contract, 52.232 Mandatory
Information for Electronic Funds Transfer Payment and 52.232-34
Optional Information for Transfer Payment, 52.232-18 Availability of
Funds, 52.246-4 Inspection of Services Fixed Price, 52.216-18 Ordering
(fill-ins -- (a) date of contract award through Sep 00), 52.216-19
Order Limitations (fill-ins- (a) $2500.00, (b)(1) $3M, (b)(2) $3M
(b)(3) 7 days, (d) 7 days) and 52.216-22 Indefinite Quantity (fill-ins
-- (d) 90 days after expiration date of the contract). The following
DFAR provisions and clauses apply to this solicitation and are
incorporated by reference: 252.212-7001 Contract Terms and Conditions
required to Implement Statutes Applicable to Defense Acquisitions of
Commercial Items. BASIS FOR AWARD: The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforms to the solicitation, is determined most advantageous to the
Government, past performance, technical and price considered. The
following factors will be used to evaluate offers: technical, past
performance and price. The evaluation will consider technical equal in
importance to past performance and each higher than price. Offerors
should provide the proposed technical approach and staffing plan to
meet all requirements of the SOW and describe the risks associated with
the SOW; describe any techniques, methods, and actions that will be
used by the offeror to mitigate the risk(s) identified in the SOW and
in the offeror's proposed technical approach and provide an explanation
of whether the techniques and methods identified for risk mitigation
have been successfully used by the offeror. An Initial Task and
representative Sample Tasks are being issued as Attachments 4 through
8 to this solicitation. Offerors shall provide detailed proposals with
price breakdowns in accordance with Attachment 2 of this solicitation
to complete each task. Sample tasks will be used for evaluation but
may or may not be awarded under the resultant contract. The Government
will evaluate prices associated with all CLINs and the task proposals.
The Government will evaluate the quality of the offeror's past
performance in distinct and separate evaluation from the Contracting
Officer's responsibility determination. Each offeror will be assigned
a subjective rating for Performance Confidence Assessment. The
assessment of the offeror's past performance will be used as a means of
evaluating the relative capability of the offeror to successfully meet
the requirements of the solicitation. The offeror shall describe its
past performance on directly related or similar contracts held within
the last five (5) years which are of similar scope, magnitude and
complexity to that which is detailed in the solicitation. Offerors
which describe similar contracts shall provide a detailed explanation
demonstrating the similarity of the contracts to the requirements of
the solicitation. The Government will consider Termination for Default,
delinquencies, failure to comply with specifications and/or SOW
requirements, cost overruns, amount of rework and any other information
which reflects the overall quality of the offeror's past performance.
The offeror shall provide the following information regarding past
performance: contract number(s), name and reference point of contact
(POC) at the federal, state or local gov't or commercial entityfor
which the contract was performed, dollar value of the contract,
detailed description of the work performed, names of subcontractor(s)
and number, type and severity of any quality, delivery or cost problems
in performing the contract, the corrective action taken and the
effectiveness of the corrective action. The Government reserves the
right to obtain information for use in the evaluation of past
performance from any and all sources including sources outside the
Government. Offerors lacking relevant past performance history will
receive a neutral rating for past performance. The offeror must provide
the information requested above for the past performance evaluation or
affirmatively state that it possesses no relevant directly related or
similar past performance. The Government reserves the right to award
the contract to other than the lowest priced offeror. The Government
may incorporate all or part of the successful offeror's proposal in the
final contract. As such it becomes public information releasable under
the Freedom of Information Act (FOIA). In order to protect proprietary
information, the offeror shall identify any aspect of the proposal
considered proprietary. The Govt reserves the right to award the
contract without initiating discussions. Responses to this solicitation
are due by 3:30 EST on 12 May 98. The proposal shall be signed by an
official authorized to bind the company. Offerors shall submit four (4)
copies of Volume I -- Price Proposal-Schedule B (Atch 2),
representations and Certifications (FAR 52.212-3 and DFARS
252.222-7000)(copy to be provided to an offeror upon request); and
Volume II -- Technical Proposal, Staffing Plan and Past Performance
Data bound separately to be sent to 11 CONS/LGCA, Attn: Patti Reger,
