The Naval Research Laboratory has a requirement on a 100% set aside basis for small business concerns for engineering and technical services to support electronic equipment development. The SIC Code is 8731 and the size standard is 500 employees. The first of two sub-requirements involves the development, testing, and Fleet implementation of General Purpose Electronic Test Equipment (GPETE) to meet current and future equipment performance monitoring requirements for Shipboard Prime Electronic Systems. The types of GPETE tested under the first sub-requirement (GPETE) include microwave synthesized signal generators, oscilloscopes, spectrum analyzers, local area network testers, fiber optic cable testers, power meters, optical time domain reflectometers, sophisticated ESM test systems, and other instruments that are by nature consistent with emerging technology. The contractor will provide analysis, testing support (electrical, and environmental, temperature, humidity, shock, vibration, and electromagnetic interference (EMI)), design, engineering, fabrication of prototype hardware, and software development to meet fleet requirements. Work will also include studies and reports on areas of provisioning, logistic support, requirements analysis, and testing. Tasks under the first sub-requirement include the following: Salient Characteristic Development for the Navy GPETE program; GPETE Bid Sample Testing; Production Lot Sample Testing; GPETE Testing Software Development; GPETE Acquisition Program Support; GPETE/Prototype Fleet Introduction Support; Microwave/Millimeter Wave Research and Development Support; Logistics Support; and the GPETE Requirements List Data Management System. The second sub-requirement, centered on modernization of the Navy's VLF/LF transmitter sites, involves the evaluation of concepts, development, monitoring, testing, documenting, repair and general technical support of equipment. It involves the following: development, design, fabrication, testing and installation of prototype equipment;operational site survey; testing and quality assurance for MD-1310/U MSK modulators, including repair; documenting existing prototype equipment; and development, design, and fabrication of prototype printed, circuit boards. Work will also include studies and reports on areas of logistic support to the VLF/LF effort. Both the GPETE and the VLF/LF work may involve development of prototype hardware and software for testing. An IDIQ contract with Cost Plus Fixed Fee (Term) task order provisions is contemplated. The period of performance in which orders may be issued is 36 months with a minimum level of effort of 1,6000 hours and a maximum of 26,400 over the entire period. The expected distribution of hours on-site at NRL varies but is estimated to be 40% of total labor hours, with the remaining 60% performed at the contractor's facility. Eligibility for clearances up to Secret is required for personnel, and a Secret facility clearance is required. The contractor must have suitable office space not more than 60 aerial miles outside the Washington, DC Beltway; the space must include a meeting area with a capacity for at least 25 people, and a laboratory suitable for testing or fabrication of prototype electronic equipment. The proximity requirement is based on the sequential nature of testing that requires frequent transport between NRL and the contractor's facility. The incumbent contractor is Pulse Engineering, Inc. of Beltsville, MD. A single award is anticipated prior to September 1998. A detailed SOW will be issued with the solicitation. Proposals will be due approximately 38 days after the solicitation is issued. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs.
