This is a Sources Sought Notice (not a presolicitation notice pursuant
to FAR Part 5) to identify sources that can perform bone density scans
and body composition utilizing a Lunar DPX Model 0126DP bone density
machine. Results will be used to aide physicians in the management of
patients with bone disorders and provide body composition data for
research protocols. The 37th Contracting Squadron (37 CONS), Lackland
AFB, Texas anticipates a requirement for a clinical bone densitometry
technician. Operator must be capable of meeting the Texas Department of
Health (TDH), Medical Radiologic Technology Program Professional
Licensing and Certification Qualifications. A person performing bone
densitometry must meet at least one of the following qualifications:
(a) be a practitioner, medical radiologic technologist (MRT), or
limited medical radiologic technologist (LMRT); (b) be an RN who has
completed the mandatory training for non-certified persons or the
alternative training requirements for RNs adopted by TDH, and be
registered with the Board of Nurse Examiners (BNE) if an RN; (c) have
completed the mandatory training for non-certified persons adopted by
TDH and be registered with the Board of Medical Examiners (BME) as a
radiologic technician; (d) have completed the mandatory training for
non-certified persons adopted by TDH and perform the procedures in a
JCAHO-accredited or Medicare-certified hospital; or (e). perform the
procedures in a hospital, federally qualified health center or for a
practitioner to whom a hardship exemption was granted by TDH within the
previous year. The operator must have completed at least 20 hours of
training specific to the equipment used and relating to radiation
safety and protection. For more information about operator

requirement would include but not be limited to the following tasks:
(1) Receive consults and book appointments. (2) Maintain patient
information folders and patient testing files. (3) Interview patients
in order to complete Bone Mineral Metabolism Patient Questionnaire and
counsel patient to prepare them for the test according to written
guidelines. (4) Prepare bone densitometry machine for tests including
the archive of data before and after testing sessions. (5) Perform bone
densitometry testing as per consults request and standard guidelines.
Properly position patients for scanning. Expected to do BMD studies on
at least five patients per day (unless Government consults fall short
and/or if patients fail to make their appointments). (6) Analyze scans
for body areas as per protocol. (7) Print out data and provide bone
densitometry supervisor or the supervisor's designee with patient
record to include all requisite forms and data. (8) Enter clinical data
into electronic (computerized) data base and provides monthly summary
of that month's activity. (9) Attend monthly osteoporosis meetings.
(10) Attend quarterly continuing education updates on bone density; and
(11) Attend yearly emergency response training. This survey is to
determine the capability of potential sources and the availability of
commercial sources and services pursuant to FAR Part 10. This notice is
for information purposes only and does not constitute an Invitation for
Bid or Request for Proposal, and is not to be construed as a commitment
by the Government. The Government will not reimburse contractors for
any cost incurred for their participation in this survey. Large and
small businesses are encouraged to participate in this survey.
