Development (USAID) has a requirement for a five-year multiple award
competitive indefinite delivery task order contract for services
described within this announcement. It is estimated six (two per
function area) contracts will be awarded as a result of this
requirement. Contractors may submit a proposal for only one function
area. The Bureau for Europe and New Independent States (ENI) has
consolidated its reform and technical support requirements into an
overall approach with three primary function areas: 1) Energy
Restructuring and Transition Policy; 2) Energy Legal and Regulatory
Development; and 3) Utility Systems Operations. High-quality,
service-oriented long-, medium-, and short-term technical support will
be required to support the overall effort whcih will operate in
countries in both Central and Eastern Europe, including the Baltics and
the New Independent States of the former Soviet Union. It is
anticipated that technical assistance in the Energy Restructuring and
Transition policy area will include activities related to national
energy transition policy, national power restructuring policy and
planning, district heating, regional pipelines and electricity
integration, nuclear safety issues and environment, oil and gas sector
restructuring. It is anticipated that technical assistance in the
Legal and Regulatory Development will include areas involving the
development of electricity, oil and gas laws with particular emphasis
on international pipeline issues, development of regulatory frameworks
and commissions, operational implementation, and regulatory policy
analysis. Under this function area, USAID is seeking law firms
experienced with the complexities of energy legal and regulatory
issues. It is anticipated that technical assistance in the Utility
Systems Operations sector will address utility operations and
commercialization necessary to operate in a modern competitive
electricity system, including organization and the development of
competitive electricitymarkets including open access practices,
operational practices to include electricity marketing, regulatory
affairs, corporate management in a competitive system, financial
management systems, and investment planning and finance. Within this
function area USAID is seeking experienced electric utility companies
with demonstrated international experience and access to financial
expertise. It is anticipated that proposals for individual task orders
will be required approximately ten days of contract award. The SIC
Code is: 8742. While no "set-aside" awards for small and disadvantaged
businesses will be made under this RFP, small business and small
disadvantaged business subcontracting plans, pursuant to FAR 52.219-9,
are required to be included in submitted proposals. All offerors'
Plans must address subcontracting with small business concerns, with
small disadvantaged business concerns and with women-owned small
business concerns. The Plans must include a percentage goal of at least
15% of total planned subcontracting to small business concerns, small
disadvantaged business concerns and women-owned small business
concerns. The preferred method of distribution of USAID procurement
information is via the Internet or by request of a solicitation on a
