price, indefinite delivery, indefinite quantity type contract with
time and material provisions for nonpersonal services to provide
aircraft, maintenance, and support operations to operate and maintain
contracted flight services for Commander in Chief, U.S. Pacific Fleet
(CINCPACFLT). Services include providing: (1) electronic attack (EA)
targets; (2) non-electronic attack targets; (3) live fire target
towing; (4) airborne target drone launching; and (5) airborne range
safety service; satisfying DoD training and test support requirements
as directed. The scope includes simultaneous operation and maintenance
of flight services supporting formal syllabus and continuation
training in CONUS and multiple overseas operating locations and target
support for test and evaluation agencies in the CONUS and OCONUS. The
Government intends to purchase a minimum quantity of flight hours to
meet essential requirements through competitive, best value, negotiated
procedures. The contractor will need to acquire sufficient quantities
of aircraft and trained personnel to accomplish the tasks specified.
All EA equipment will be Government furnished and maintained throughout
the life of the contract. The contractor will be required to operate,
maintain, and logistically support their fleet of aircraft prepared as
necessary to provide the services. Services to start on or about 1
October 1998. Contract period: Three (3) year multi-year contract, with
two (2), 12-month option periods. This procurement is unrestricted and
will be solicited in accordance with FAR Part 15. Clause FAR 52.217-8,
Option to Extend Services is to be part of the resulting contract. As
such, a period of up to six (6) additional months may be unilaterally
added to the end of the contract period in increments as determined by
the Contracting Officer. All responsible sources may submit a
