301-981-1910!! This is a combined Synopsis/Request for Proposal for
commercial items prepared in accordance with the format specified in
FAR Subpart 12.6, as supplemented with additional information included
in this notice. This announcement constitutes the only solicitation;
offers are being requested and a written solicitation will not be
issued. The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-41.
The Standard Industrial Classification Code is 7379, size 12.5 million.
Delivery shall be FOB Destination to Andrews AFB MD. Responses to this
RFQ must be received by 27 Apr 98. Delivery and Finance addresses will
be provided upon award. Award is to be based on the following factors:
(1) Offerors are required to document past performance with regard to
the ability to provide all necessary software, training, installation,
maintenance and support to replace an existing software/hardware
system. (2) Price. 1. GENERAL INFORMATION Contractor shall provide all
necessary software, training, installation, maintenance, and support
to replace an existing software/hardware system which provides
significant command and control functions for the Special Airlift
Mission performed by the 89th Airlift Wing, Andrews Air Force Base. The
system will be implemented on existing hardware and will be fully
consistent and supportable on the existing Local Area Network
architecture. 1.1 MAJOR ITEMS OF WORK The requested system will replace
the existing Special Air Mission Management System (SAMMS) and must
accomplish all tasks currently performed by SAMMS as well as additional
capabilities not currently performed by SAMMS (defined below).
1.1.1EXISTING TASKS The following tasks generally define the existing
mission scheduling capabilities of SAMMS. 1.1.1.1 INTERAGENCY
COMMUNICATIONS The system must provide for near real-time
communications between all agencies directly impacted by the command
and control functions of the system. Key agencies include, but are not
limited to, Headquarters Air Force, 89th Airlift Wing, and user
organizations. The system will provide administrator defined levels of
ssecurity and access which will include as a minimum the ability to
limit system access in general and by module as well as the ability to
limit data viewing or editing by user and/or by module. Stored
information will include standard data formats as well as user-defined
data fields and computed data fields. 1.1.1.2 MISSION/FLIGHT PLANNING
The system will provide basic mission and flight planning capability
to permit itinerary planning for actual, requested, or potential
missions. The planning functions will incorporate data specific to
aircraft type or tail number, departure and destination airfields
linked to an existing and modifiable database of airports, and known or
historical route information. The airfield database shall contain
undated information related to airfield capabilities, available
support, and user defined and maintained data text fields. The route
database shall permit user storage of known or calculated routes
between city pairs. 1.1.1.3 ARCHIVING/DATA RETRIEVAL The system will
provide the capability to store and retrieve all entered or calculated
data as identified by the users. Data retrieval will also include the
capability to create user-defined reports. In addition, changes made
to critical mission information, particularly related to itinerary or
passenger status, shall be recorded in an audit or history file and
shall be tracked by version number. 1.1.2 ADDITIONAL CAPABILITIES The
system will accomplish the following additional capabilities not
currently performed by SAMMS. 1.1.2.1 CREW SCHEDULING The system will
provide the capability to integrate crew scheduling with aircraft
scheduling. Capabilities will include the ability to define crew
requirements by mission and by aircraft and crew availability by name,
qualification and drew position. In addition, crew scheduling will
also incorporate non-flying and training activities. 1.1.2.2 PASSENGER
SCHEDULING The system will provide the capability to schedule
passengers on all missions. Capabilities will include the ability to
identify, by aircraft type and/or tail number, passenger capability,
passenger status, passenger requests or reservations, and passenger
manifests. Additionally, information related to each passenger, such as
title, phone number, point of contact, will also be stored. 1.1.2.3
MAINTENANCE SCHEDULING The system will provide for basic maintenance
scheduling in order to monitor upcoming maintenance events, either as
scheduled or required items, in order to determine the availability of
aircraft based on maintenance activities. 1.1.3 TRAINING The
contractor shall provide any necessary user training prior to the
initial implementation of the system. Training shall be conducted
on-site and will include hands-on interaction with the system using
user-provided hardware. The contractor will provide all necessary
training materials. 1.1.4 SUPPORT AND SERVICE The contractor shall
provide 24 hour/7days per week support and service for the software
