OPM is seeking statements of capability from small businesses that are qualified to perform the following services: Services of a contractor are required to design and print guides and envelopes, and the personalization, distribution, and processing of informational materials and requests related to the annual Federal Employees Health Benefits Program (FEHBP) Open Season for Annuitants. Using a data base of approximately 1.8 million individuals supplied by the U.S. Office of Personnel Management (OPM), the Contractor prints, personalizes, and mails letters, notices, guides, and other informational materials to annuitants. After the initial mailing, the Contractor must mail additional informational packages on a continuing basis, mail notices and enrollment change information to annuitants as well as the 400+ FEHBP plans. Annuitants may request health benefits enrollment changes, address changes, and/or additional information using, at a minimum, Interactive Voice Response (IVR) technology or other advanced technologies. The Contractor must then process these requests. The health benefits enrollment and address changes that result from processing are recorded and sent to OPM in an automated fashion in a format specified by OPM. Regardless of the volume received, the Contractor is required to process all actions within 3 days of receipt and with a high level of accuracy. Throughout these processes, the Contractor is required to integrate a multifaceted operation involving multiple phases moving along separate tracks which are subject to a variety of exigencies in order to perform the numerous and complex edit and validation routines necessary to assure that the actions taken are appropriate. Prior to the start of the Open Season, the Contractor must perform a full scale test to validate its data base retrieval system and its automated processing system, which includes: (a) laser printing messages and FEHBP plan information; (b) personalizing individual letters and notices from a Government provided data base; (c) processing open season transactions, generating new individualized letters with printed error messages and/or other special notices, and generating summaries of actions including enrollment changes for annuitants, enrollment changes for former spouses, changes of address, requests for health benefits plan brochures, confirmation letters, and special handling items and submitting those actions to OPM in an automated fashion; (d) generating carrier reports to the 400+ FEHBP carriers in a format specified by OPM; (e) generating a series of test reports in formats specified by OPM from the processed transactions. The Contractor may be required, at any time during the Open Season period and with little notice, to provide additional programming services, design, print, fold, insert, and mail special notices to a large volume of individuals. The Contractor must grant positive assurance that its electronic data processing systems, can routinely generate the required automated outputs in the volume and immediateturnaround time with the high degree of accuracy required by OPM. Note that this is NOT A REQUEST FOR PROPOSALS. SIC Code 2741 is applicable to this procurement and no more than 50 employees. Interested small businesses should submit a Statement of Capability (SOC). The SOC should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Experience: an outline of previous projects, specific work previously performed; (2) Personnel: Name, professional qualifications and specific experience; (3) Facilities: Availability and description of special facilities required to perform in the technical areas under consideration. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted.
