comparison study that examines the possibility to convert government
"in-house" operations to contractor operations. This acquisition will
utilize the "Two-Step Sealed Bid" approach. Step 1 will require the
submission of the technical proposal. Step 2 involves the submission of
sealed price bids. The contract will consist of a base period comprised
of an orientation period and transition period with the period of
performance for these two periods 1 July 1999-1 August 1999 and 1
August 1999-30 September 1999, respectfully. Five one-year options may
be awarded. The Standard Industrial Classification Code (SIC) Code is
8744 entitled "Facilities Support Management Services". Businesses
including their affiliates with annual receipts of $20,000,000 or less
during the last 12 months are considered small. Sources with 8(a)
status or otherwise classified as small disadvantaged businesses should
state accordingly in their responses. This solicitation will be issued

Title: "Civil Engineering A-76 Cost Comparison". This acquisition
entails a competitive acquisition for services to provide for the
operation and management for Civil Engineering functions at
Wright-Patterson AFB, Ohio. Operations include, but are not limited to
housing management; furniture management; dormitory operation;
maintenance engieering (recurring and non recurring work); operation,
maintenance, and repair of water well systems; water treatment systems
and heating plants; electrical, heating, gas, water, and sewage
distribution systems; maintenance, repair, minor construction and
indefinite quantity items for liquid fuel systems, airfield lighting,
cathodic protection, power generators, aircraft arresting systems,
electronic systems, alarms, pavements, airfield, entomolgy, grounds,
HVAC controls, heating, airconditioning, ventilation, carpentry,
masonry, painting, locksmith, sheet metal, welding, industrial
equipment, pipefitting, plumbing, hospital equipment, energy management
control systems, lead and asbestos abatement. In addition, the
contractor shall be required to act as a focal point for items such as
corrosion control, utilities conservation, hazardous materials, key
and lock control, parking lot control, and grounds maintenance. The
contractor is required to provide all management and labor for
