This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-04. This requirement is unrestricted. The Standard Industrial Code (SIC) is 3089 and the related small business size standard is 500 employees. The National Institute of Standards and Technology (NIST) has a requirement for a micro-compounder system. This system will be used to prepare small quantities (<5g) of filled polymer samples for small angle neutron scattering, light scattering, and rheological measurements. The instrument shall have the capabilities to handle powders, pellets, and liquid raw materials over a range of temperatures (maximum 400 C) and residence times. Monitoring of the mixing speed and torque is required for characterizing the mixing conditions. The instrument shall have a recirculating twin-screw design with a split barrel for ease of cleaning. Required mechanical specifications are as follows: (1) conical twin-screw extruder compounder; (2) maximum loading 4.5 cm3; (3) fully hardened steel barrel and split barrel design; (4) surface hardened, conical-shaped, corotating and self-wiping steel screws: screw length -- 108 mm or longer, screw diameter -- 13.75 mm; (5) motor -- minimum 1/3 horsepower: speed range -- 10 rpm to 360 rpm, speed control -- 1 rpm increments, digital control, cutoff control if maximum torque exceeded; (6) dual temperature control -- PID type, digital controller: maximum temperature 400 C; (7) sensors: pressure -- 0 N to 5000 N, torque -- 0 N-m to 6.2 N-m; (8) digital pressure readout; and (9) digital current (torque) readout. Required power requirements include 208-220 VAC, 50-60 Hz, 10 A, maximum current, single phase. TheContract Line Item Numbers (CLIN), quantities, and unit issue are as follows: CLIN 0001: Micro-compounder small scale batch mixer (<5g) -- 1 each; CLIN 0002: Associated tools for operating and cleaning -- 1 lot; CLIN 0003: Operating Manual and other associated documentation -- 1 lot. The contractor shall deliver all required line items FOB Destination -- Gaithersburg, sixty (60) days after award of the Firm Fixed-Priced (FFP) purchase order. The provisions at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation- Commercial Items applies to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors in descending order of importance shall be used to evaluate offers: 1) Technical acceptability; and 2) Past Performance. All evaluation factors other than price, when combined, are significantly more important than price. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including Subparagraphs (1) 52.203-6, (2) 52.203-10, (3) 52.219-8, (6) 52.222-26, (7) 52.222-35, (8) 52.222-36, (9) 52.222-37, (10) 52.225-3, (11) 52.225-9, and Department of Commerce Agency-Level Protest Procedures Level Above the Contracting Officer, which can be downloaded from the NIST Web Page located at http://www.nist.gov/admin/od/contract/protest.htm. All offerors shall submit the following: (1) Quote which addresses line items 0001 through 0003; (2) description of commercial warranty; (3) two copies of the most recent published price list; (4) A list of three contracts completed during the past three years for similar equipment with the following information: name ofcontracting activity, contract number, contract type, total contract value, contracting office and telephone number, and program manager and telephone number; (5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded from http://www.nist.gov/admin/od/contract/repcert.htm.
