The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-03. Only one responsible source and no other supplies or services will satisfy agency requirements. A J&A for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement shall cover the following items: CLIN 1. Technical guidance, support and knowledge to client in the design and development of model-driven software development tools to generate platform independent client/server applications to include modification to use CASE tools in a team production environment. Location of Project: Chambersburg, PA. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, this notice is not a request for competitive proposals. All proposals received within 3 days of the date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
