Center, Dahlgren Division, Dahlgren Laboratory Procurement Division is
implementing Electronic commerce (EC) in the acquisition area,
therefore synopsis and resulting solicitations with any applicable

October 1997, solicitations and amendments will only be available at
the above Web sites. Hard copies WILL NOT be provided. Vendors should
regularly access the NSWCDD Web site to ensure that they have
downloaded all amendments. For solicitations issued after 31 March
1998, DOD will no longer award contracts to contractors not registered
in the Central Contractor Registration (CCR) data base. Registration

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), in
collaboration with the Joint Warfare Analysis Center (JWAC), is
soliciting research and development "white papers" for various
scientific studies and experiments to identify innovative approaches to
infrastructure data collection, monitoring, and data exploitation for
operation analysis and Battle Damage Assessment (BDA). The mission of
the JWAC is to assist the Chairman of the Joint Chiefs of Staff and
commanders of unified commands in their preparation and analysis of
joint operational plans. Information dominance within dynamic
environments is required to execute this mission. Therefore, innovative
approaches are being sought to take full advantage of current and
future collection capabilities. Data sources and exploitation
techniques are sought for network and facility understanding,
monitoring, and status assessment during planning cycles and crisis.
Research and development proposals addressing these areas from a
variety of perspectives are of interest: e.g., sensor collected
infrastructure data, infrastructure signature characterization,
advanced data exploitation techniques, and sensor fusion. "White
papers" shall be submitted in original and three copies of a one-sided,
12-point type, single-spaced, one-inch margin paper with a cover
letter. "White papers" should consist of three to five pages
summarizing the proposed effort(s) and be formatted as follows: Section
A: Title, Period of Performance, Estimated Cost of Effort, Name of
Company; Section B: Task Objective; Section C: Technical Summary;
Section D: Cost Summary, to the Dahlgren Division, Naval Surface

Dahlgren, VA 22448-5100. "White papers" and all related correspondence
should reference Broad Agency Announcement Number N00178-98-Q-3072.
The "white paper" should identify a concise and informative research
and development approach; it should be an UNCLASSIFIED document. If
desired, multiple "white papers" addressing different areas of research
and development may be submitted. The paper may include a separate
attachment to address proposed terms and conditions for a contract,
cooperative agreement, grant, or other transaction. In the interest of
equity, papers exceeding the 5-page limitation, excluding attachment
for terms and conditions, will not be reviewed for further
consideration. Offerors will be requested to submit in-depth
proposal(s) should NSWCDD/JWAC deem the "white paper" of scientific and
technical merit. An invitation to submit an in-depth proposal does not
assure the offeror of a subsequent award. Complete proposal
instructions will be included with the invitation, and will be
evaluated using the following criteria in descending order of
importance: (1) feasibility within current and future collection
systems, (2) applicability of the proposal to operational analysis, (3)
overall scientific and technical merits of the proposal, (4) relative
experience of offeror's key personnel, (5) necessary facilities, and
(6) offeror's record of past and present performance. Criteria (1),
(2), and (3) are considered the most important criteria and are rated
equally. Criteria (4), (5), and (6) are significantly less important
than criteria (1), (2), and (3). In addition to technical assessment,
the realism of proposed cost and availability of Government funds will
be areas of consideration. The initial period of performance is
approximated to be six months to one year. The Government reserves the
right to select for award any, all, part, or none of the responses
received. Multiple awards are anticipated. Awards may take the form of
contracts, cooperative agreements, grants, or other transactions.
Certain proposals are not appropriate under this BAA and are not
desired, i.e., engineering and technical services proposals, and
concepts that have already been developed or proven. Options are
discouraged and unpriced options will not be considered. Technical and

through 30 October 1998. Cut off for the "white papers" is 30 October
1998 at 2:00 p.m. at the aforementioned NSWCDD address. "White papers"
may be submitted at any time during this period, and award(s) may be
made at any time through fiscal year 1999. This notice constitutes a
BAA for NSWCDD as authorized at FAR 6.102(d)(2) and, as such, solicits
the participation of all offerors capable of satisfying the
Government's needs. This BAA should not be construed as commitment or
authorization to incur cost in anticipation of a contract, cooperative
agreement, grant, or other transaction; the Government is not bound to
