NASA LaRC plans to issue a NASA Research Announcement (NRA) to solicit basic research proposals which offer new and creative solutions to technical problems encountered in the area of AIRFRAME SYSTEMS Base Research and Technology. Specifically, this solicitation is looking for submissions in areas which will impact the reduction of aircraft noise and emissions via the airframe itself. The Airframe Systems are those systems that determine or characterize the performance of an aircraft, including airframe-propulsion system integration. Key elements of airframe systems include the following: conceptual design; aerodynamic design; development, and testing; structural design, development, and testing (including airframe materials); flight crew station design, integration and testing; and airborne systems (including flight mechanics, controls, electromagnetic, and flight-crucial systems) design, integration, and testing. Participation under the above announcement is restricted to educational and other non-profit institutions. Although no specific set-aside is contemplated for HBCU's and other minority institutions, their participation is highly encouraged. NASA employees are not permitted to be co-principal investigators on these proposals. The anticipated release date of the NRA is on or about May 20, 1998, with an anticipated proposal due date of on or about July 20, 1998. Technical evaluations will be conducted through a peer review process by discipline specialists. Proposals for up to 3 years of research activity will be solicited. Approximately $1.5 million of FY 1999 funds are anticipated for funding the proposals. Additionally, it is anticipated that approximately $3 million would be available between FY 2000 and 2001. An ombudsman has been appointed. See Internet Note "B". The NRA and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. Prospective offerors shall notify this office of their intent to submit an offer.
