DAHA24) Provide complete Title 1 Type "A" (Investigative) and Type "B"
(Design) and Title II Type "C" (Construction Inspection) Services, at
the option of the Government, for construction of a new Armory located
in Great Falls, Montana. The Armory is expected to be approximately
40,000 s.f. in size, with supporting facilities to include, vehicle
wash facility, unheated storage, concrete and asphalt paving, and
security fencing. The primary facility includes administrative areas,
heated storage, supply room, built- in security vault, assembly hall,
kitchen, maintenance bays, indoor rifle range, classrooms, specialized
equipment training rooms, physical fitness and locker rooms, latrines
and showers. The building should include the most current technology
in telecommunications, electrical, mechanical, and plumbing systems, as
well as innovative architectural treatments. The total estimated
construction cost for this project is between $1,000,000 and
$5,000,000. A-E selection evaluation criteria in order of importance
are (1) Professional qualifications necessary for satisfactory
performance of required services; (2) Specialized experience and
technical competence in the type of work required including experience
in value engineering, energy conservation, pollution prevention, waste
reduction, and the use of recovered materials; (3) Capacity to
accomplish the work in the required time; (4) Past performance on
contracts with government agencies and private industry in terms of
cost control, quality of work, and compliance with performance
schedules; (5) Location in the general geographic area of the project
and knowledge of the locality of the project; (6) Other evaluation
criteria to include working experience of the design members as a team.
Interested A/E firms that meet the evaluation criteria in this
announcement are invited to submit one copy each of the completed SF
254 and 255 to the USPFO For Montana, Contracting Office, P.O. Box
1157, Helena, MT 59624-1157. Receipt must be not later than close of
business (COB) 30 days from the date of this publication to be
considered for selection. If the 30th day is a Saturday, Sunday, or
Federal Holiday, the deadline for receipt of 254/255 forms is COB the
