Provide all personnel, equipment (except locomotives), tools, materials, and supervision necessary to perform railroad operations for Shaw Air Force Base, SC. The contractor shall be responsible for the following services: (1) Locomotive Operations: The contractor shall be responsible for the safe, efficient and economical operation of assigned locomotives to provide for the handling and movement of railway cars. The contractor shall accomplish all switching requirements including the movement and placement of inbound loaded and empty cars, outbound loaded and empty cars and intraplant (base) requirements between Shaw AFB, SC, and the interchange tracks located at CSX Railroad, Cane Savannah, SC. Procedures outlined in Technical Order (TO) 45.1.5, Railway Operating and Safety Rules, will be followed. Following completion of daily switching operations, the contractor must return the locomotives to the designated parking area and secure against unauthorized access during non-duty hours. Daily, monthly and semi-annual inspections will be performed on locomotives. All maintenance repairs and/or services within operation maintenance level will be performed. The contractor shall be responsible for cleaning interior and exterior of locomotive to include quarterly wax and polishing to prevent oxidation of paint. (2) Locomotive Inspection and Maintenance: The contractor shall be responsible for daily inspection/maintenance on assigned locomotives, using DD Form 862, Daily Inspection Worksheet for Diesel Locomotives and Locomotive Cranes, and will complete all applicable items according to instructions on the form and TO 00-220D-1, Railroad Equipment Maintenance, Inspection and Records Administration System. Upon completion of inspection the contractor shall perform operator maintenance service necessary to correct noted deficiencies, or will deadline the locomotive if major maintenance is required for safe operation or to prevent injury. All maintenance, inspections and servicing performed or required on locomotives will be recorded on AF Form 2074, Daily Assignment Worksheet for Locomotives and Locomotive Cranes in accordance with TS 45A2-1-101 and 45A2-2-1-2. The contractor shall be responsible for performing scheduled monthly maintenance/inspection requirements using DD Form 863, Monthly and Semi-Annual Inspection Worksheets for Diesel Electric Locomotives and complete and maintain the form as applicable in TO 00-20D-1. (3) Record and Reports: The contractor shall maintain inspection forms, car record forms and statistical data on railroad operations. Railway equipment inspection worksheets will be maintained as prescribed in TO 00-20D-1 and TO45A2-2-1-2. Completed forms and reports will be forwarded to the Traffic Management Office monthly for disposition. (4) Grounds Maintenance and Custodial Services: The contractor shall be responsible for daily policing/cleaning of the outside work area consisting of approximately 2500 square feet. The contractor shall provide custodial services for each area occupied (5) Performance of Service during Crisis, Mobility Deployment, Disaster Preparedness, Exercise and Other Contingencies: The contractor, on occasion, may be required to support an activation or exercise of contingency plans. The contracting officer will notify the contractor if this should occur. Special or emergency situations may necessitate contractor operating on a reduced basis. The contracting officer will notify the contractor of any reduced hours. Upon notification by contracting officer, the contractor shall provide transport of railcars to support activation or exercise of contingency plan 7 days a week, 12 hours a day, if required, for the duration of the contingency. The contract period will be for a total of five (5) years (basic period with four one-year options). This solicitation will not result in a contract if government performance is determined to be more advantageous. The applicable SIC code for this requirement is 4013 and the corresponding size standard is 500 employees. This project is being considered for 100% small business set-aside.
