Administration's Center for Substance Abuse Prevention (CSAP)
anticipates a need for a contractor qualified to conduct knowledge
dissemination activities, using a full range of clearinghouse services
to address the unique aspects of prevention, intervention, treatment,
and other cross-cutting issues (e.g., co-morbidity, HIV/AIDS,
violence, child abuse). The ADAMHA Reorganization Act of 1992 directs
the Administrator of the Substance Abuse and Mental Health Services
Administration to "maintain a clearinghouse for substance abuse and
mental health information to assure the widespread dissemination of
such information to States, political subdivisions, educational
agencies and institutions, treatment providers, and the general public"
and to "improve coordination among prevention programs, treatment
facilities, and nonhealth care systems such as employers, labor unions,
and schools." To achieve NCADI's purpose, the contractor will provide
prompt, customer-friendly, and cost-effective information services to
a broad array of audiences (e.g., policy makers, planners,
practitioners, educators, health care providers, the media, and the
general public) using targeted dissemination efforts. To achieve the
contract's objectives, the contractor must have a strong management
structure (from senior to mid-level to line managers) as well as be
knowledgeable of the complex issues in the substance abuse prevention,
intervention, and treatment field, proficient in knowledge
dissemination/health communications/ marketing strategies, experienced
in building collaborative relationships to leverage resources, highly
skilled in the use of information technologies (e.g., Internet,
telephony), and proficient in modern warehouse/cost recovery
operations. CSAP plans a three-year contract award with two 12-month
Option periods and other Options for increased quantities. The
estimated date for issuance of this RFP is May 8, 1998 with responses
due approximately forty-five days later. A pre-proposal conference is
anticipated on May 28, 1998. This solicitation may be obtained in
either of two ways; electronically, by downloading a file from the
SAMHSA Web Site at http://www.samhsa.gov or by mail. Files will not be
made available on the Web Site until on or after the estimated
issuance date. Once downloaded, you should determine if you have a
continuing interest in the RFP. If so, you must either write the
individual identified above that you wish copies of amendments to the
RFP (if any) sent to you by mail or check the Web Site regularly for
amendments which will also be posted there and can be downloaded
electronically. You may choose either method for obtaining amendments.
Note, however, that if you rely on the Web Site for obtaining
amendments, at this time we have no way to assure, and will therefore
assume no responsibility for assuring, you have downloaded these
amendments. Requests for copies of the RFP to be mailed must be made in
writing. Requests will be filled on a first-come, first-served basis
until the supply is exhausted. Requests shall be forwarded to the
