Substance Abuse Prevention (CSAP) within the Substance Abuse and Mental
Health Services Administration (SAMHSA) intends to negotiate and award
one contract from this solicitation. Through this procurement, CSAP's
Division of Prevention Application and Education (DPAE) will provide
technical assistance to national, State and local organizations and
groups, CSAP grantees, contractors, and to CSAP divisions and staff to
facilitate prevention education communication capabilities and
knowledge dissemination and application of prevention technologies to
help prevent and reduce substance abuse. A special emphasis will be on
providing technical assistance to CSAP's existing public education
campaigns and initiatives that support the Secretary's Youth Substance
Abuse Prevention Initiative (YSAPI) and the White House Office of
National Drug Control Policy's (ONDCP) anti-drug media campaign. The
Contractor will be required to provide both long and short term
communications technical assistance to CSAP grantees, contractors, and
constituent organizations on the national, State, and local levels.
State-of-the-art application of public health and health communications
principles and social marketing techniques will be basic to all
training, technical assistance, and communications activities developed
and/or delivered under this contract. The estimated date for issuance
of this RFP is May 8, 1998 with responses due thirty day later. This
solicitation may be obtained in either of two ways; by mail or by
downloading a file from the World Wide Web at
http://www.samhsa.gov/contract. Files will not be made available on the
World Wide Web until on or after the estimated issuance date. The
instructions to Download are posted the Web. Once downloaded, you
should determine if you have a continuing interest in the RFP. If so,
you must either write the contract specialist identified above that you
wish to have copies of amendments to the RFP (if any) sent to you by
mail or check the Web regularly for amendments which will also be
posted there and can be electronically downloaded. You may choose any
of the two methods for obtaining amendments. Note, however, that if you
rely on the Web for obtaining amendments, at this time we have no way
to assure, and will therefore assume no responsibility for assuring,
you have downloaded these amendments. Requests for copies of the RFP to
be mailed must be made in writing and will be filled on a first-come,
first-served basis until the supply is exhausted. Requests shall be
