COMMERCE BUSINESS DAILY ISSUE OF APRIL 24,1998 PSA#2081AUTOMATED DAMAGE ASSESSMENT TOOL This is a request for information to
the commercial computer/software industry and to any other agencies
responsible for computer/software development regarding the desire of
Air Mobility Command Headquarters, Civil Engineering (HQ AMC/CE) to
develop an automated damage assessment tool. HQ AMC/CE is conducting
extensive market research pertaining to the existence of off-the-shelf
technology which can be applied to improve the speed and efficiency of
damage assessment following a major disaster (hurricane, tornado,
earthquake, flood, etc.) at an AMC installation. The primary goal of
damage assessment is to generate a timely, reasonable and justifiable
cost estimate for repairs to base facilities and infrastructure damaged
by a disaster. The main areas of damage assessment include a
preliminary damage survey (quick comprehensive survey of entire base
with general descriptions of damage reported), a detailed damage
assessment (thorough assessment of each facility/infrastructure element
with damage reported in units, square feet (SF), or linear feet (LF) as
applicable), cost estimation (unit, SF or LF costs used to calculate
total costs), and damage assessment reporting (generation of reports to
show progress of damage assessment effort, and compilation of cost data
into categories needed to apply for emergency funding). HQ AMC/CE's
vision for an automated damage assessment system includes, but is not
limited to, use of an electronic data gathering tool by dispatched
Damage Assessment Teams (DATs) during preliminary damage surveys and
detailed damage assessments. The electronic field units will contain
digital work sheets with pull-down menus to ensure standardization of
reporting, as well as the capability to establish a cellular modem link
for two-way communication with a central host database/data management
system. A PC/laptop based central database/data management system will
incorporate applications to manage the tasking of DATs, and to process
field data for cost estimation and damage assessment reporting. The
proposed system will need to integrate data from existing and/or future
USAF real property database systems as well as construction industry
repair/replacement cost records (adjusted for the Davis-Bacon Act).
