SYSTEM" E. M. DIRKSEN FEDERAL BUILDING, 219 SOUTH DEARBORN STREET,
CHICAGO, IL 60604-1696, GS05P98GBC0007-IIL97019. The scope of work
consists of but is not limited to providing all labor, material,
equipment, hardware, software and services required for the
installation of a Local Area Network Backbone System. The scope of this
project involves: The mapping of the Supervisory Control Units and Lon
data bases into a client/server User Interface Software application.
The Lon data bases for the LonMark control systems are created as the
controls contractor installs the systems. The creation of a detailed
Graphical User Interface for control and monitoring of the LonMark
Heating Ventilating Air Conditioning (HVAC)control systems are
currently installed in the building. This contract will require
maintenance for a period of 12 months, 24 hours a day. The systems
integration contractor shall be the sole point of contact to resolve
problems with the operation of the HVAC Building Automation Systems.
Upon receipt of a trouble call the system integration contractor shall
determine the source of the problem and shall contact the responsible
party (maintenance staff, controls contractor, etc.) to insure proper
resolution. Updating the Graphic User Interface (GUI) to incorporate
new LonMark control systems as they are installed in the building. All
work is to be performed in accordance with the requirements of the
contract documents. The Backbone specification for the Dirksen Federal
Building incorporates three technologies, LONMARK control systems,
Computer Networking and Graphical User Interfaces. The Following
Technical Evaluation Factors will be used in this Go-No-Go Source
Selection procurement: 1. Submit a list of no less than a minimum of
five projects within the last three years where work involved building
Automation Systems and/or User Interface systems installed by the
offeror. These projects must be online and functional such that the
Owners/Users representative can observe the BAS/User Interface System
in full operation. Include client, type of facility, type of system
designed (system integration details), size and cost information.
Include subcontractor names and contact numbers, if applicable, with
proper references. 2. Submit resumes for System Integrator and Software
Engineer with the proposal indicating passing certificates for 1)
LonMark Network Design, installation and Maintenance Training Program,
2) User Interface Software (Intellution, Citect, etc.) Training
Program and 3) Local Area Network System Design, Installation and
Maintenance (MCSE, A Plus, etc.) Training program and prior
Instrumentation and Control experience. (Spec section 17010.1.3.C.3) If
submittal includes a team of companies, provide qualifications and
background for all companies and key personnel to be a part of the
team. Provide a total of three positive references. 3. Offeror must
certify that it has a service facility within a 50 mile radius. (Spec
section 17010.1.3.B) The service facility is an office staffed with
LonWorks and User Interface Software trained engineers and technicians
fully capable of providing instruction and routine emergency
maintenance service on all system components, within 24 hours of
notification. (Spec section 17010.1.3.A.2) The method of procurement is
Go-No Go Source Selection procedures. Offers will be opened privately.
The number of proposals received, the identity of offerors, the amount
of any offer or relative standing of any offer will not be disclosed.
Responses are solicited on an unrestricted size basis in accordance
with the Small Business Competitiveness Demonstration Program.
Therefore, responses from large and small business concerns will be
considered. The completion time for this project is 90 calendar days.
The estimated cost is between $100,000 and $250,000. The standard
industrial classification code is 1799 with an average annual gross
revenue of $7 Million for the last three (3)years. To obtain Plans and
