construct an approximately 13,000 ft extension of the existing parking
lot located South of the UPH Building on the Upper Base of USCG
Integrated Support Command Ketchikan, Alaska. The contractor shall
furnish all equipment, materials, transportation, and labor to clear,
grub, and remove overburden in area designated for new parking lot. Cut
and fill area to bring to grade, install geotextile fabric, compacted
base course, and compacted aggregate surface. Modify waterline and
electrical runs under lot. Relocate concrete telephone vault, install
rigid galvanized conduit under lot for telephone line run and reroute
existing telephone line through conduit. Install rigid galvanized
conduit and eelctrical subsurface handhole for future electrical
installation. Relocate existing wheelstops to allow access to new lot.
Install new wheelstops to mark traffic routes and parking stalls.
Hydraseed excavated and filled slopes. The estimated cost range for
this project is between $25,000 and $100,000. The time ofcompletion of
all work is no later than 31 July 1998. The work required by this
solicitation is identified as Industry Standard #1771 and the
applicable size standard is $7.0 million dollars in annual receipts for
the past three years. This procurement is issued pursuant to the Small
Business Competitiveness Demonstration Program, Public Law 100-656, as
implemented by the OFPP Policy Directive and Test Plan dated 8/31/89.
This is not a small business set-aside. All responsible sources may
submit a quote which shall be considered by the U. S. Coast Guard.
Request for Quotations must be submitted and received by this office no
later than 11 May 1998. For Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. This is applicable to any eligible
prime subcontractor at any tier. The DOT Bonding Assistance Program
enables firms to apply for quote, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guarantee of the
quote amount to a surety against losses. Loans are available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
