Award under this solicitation will be made using FAR Part 12 procedures and FAR Subpart 13.5 -- Test Program for Certain Commercial Items. This soliciation (PR-RO-98-10068) will be issued as an RFQ. Opening date for the solicitation will be May 7, 1998. This requirement is for a cab and chassis-type mobile laboratory for Superfund field analytical support with the following specifications: maximum length 30 feet, maximum width 8.6 feet, maximum height 11 feet. The laboratory will include cabinetry; countertops; equipment mounts; sink; refrigerator; convection oven; fume hood; water supply, storage,and purification;internal utilities; automatic battery charger; heating/cooling, ventilation, and security systems. Additional written specifications are available from the Contract Specialist and will be provided with the soliciation. Delivery shall be 120 days after contract award. FOB destination pricing required with acceptance at EPA Manchester Lab, Port Orchard, WA. All responsible sources may submita quotation which shall be considered by the agency. The contracting office will accept requests for soliciations by fax. The provision at FAR 52.212-2, Evaluation -- Commercial Items (OCT 1997) will apply to this acquisition. The evaluation factors used to evaluate offers will be (1) technical capability of the item offered to meet the Government requirement; (2) price; (3) past performance.
