Officer, Thomas S. Bordone In accordance with requirements set forth in
Federal Acquisition Regulations (FAR) 5.201, the U.S. Agency for
International Development(USAID) is seeking small business sources to
provide leased pagers and installation of equipment for pager services
for its Washington, DC based employees. Paging services must be
provided to all USAID locations within the Ronald Reagan Building,
including area from the B3 level(basement) to the 9th floor. It is
anticipated that this will require the contractor to install signal
transmission and signal distribution facilities within the building.
Number of pagers required -- Numeric(Metro only) Qty. 135, Alpha
Numeric(Metro only) Qty. 11, Numeric(Nationwide only) Qty. 20, Alpha
Numeric(Nationwide only) Qty. 11, and service activation for all
pagers. Offer must include equipment lease charge, airtime, monthly
call allowance, cost of replacement batteries, cost for broken pager
parts e.g. battery doors and belt clips, and replacement cost lost or
stolen pagers, 24 hour/daily on site maintenance/replacement services,
and any other miscellaneous charges that may apply. Contractors are
required to include information/maps regarding their services area
(both locally and nationally) with their offers. Services are needed
from date of award through December 31, 1998, with option for an
additional three year period. Simplified Acquisitions Procedures will
apply to this award. The government intends to make a single award to
the responsible offeror whose offer is the most advantageous to the
government, considering price and price related factors. Offer must
include a technical description of the items being offered in
sufficient detail to evaluate compliance with the requirements in this
notice. This may include product literature, or other documents if
necessary. Quotes must include pricing for each option year as well as
the base year, and evaluation for award may include the option year
pricing. Quotes shall include all price and any discount terms and all
applicable fees,including domestic freight charges, that contractor
requires. The Agency will not pay any charges not quoted in the
offer(including a reasonable estimate for domestic freight charges from
the vendor's shipping point to destination, if contractor does not
offer destination pricing), however, all quotes must be shipped on the
basis of F.O.B. destination. All offers submitted in response to this
notice shall contain a complete description of each item being
offered, including the quantity, the unit of measure and unit of
extended cost. The offeror must state the total dollar value of the
offer and pricing valid for thirty (30) day from quote submission.
Offers are due to the POC specified above by 05/12/98, 4:00 p.m.(EST)
c.o.b. These services shall include options to order replacement or
additional pagers or any cost information related to the lease of
pagers. No solicitation is available. A technical proposal and price
quotation is required from any offeror responding. Simplified
Acquisitions Procedures will applyto this award. Responses received
after that date or without the required information will not be
