The Naval Air Systems Command intends to issue a cost plus fixed fee delivery order under Basic Ordering Agreement N00019-96-G-0023 with Sikorsky Aircraft Corporation, 6900 Main Street, Stratford, CT for nonrecurring efforts to develop production engineering and manufacturing design changes necessary to modify a UH-60L helicopter to a CH-60 vertical replenishment helicopter. The supplies and services include engineering investigations and studies, nonrecurring engineering to design aircraft and common cockpit modifications, ground and flight tests and logistics support. Sikorsky Aircraft Corporation is the sole designer and producer of the H-60 aircraft and alone possesses the knowledge, data and experienced personnel required to accomplish this effort within the time-frame required by the Fleet.
