Haffelfinger, Trina.L.Haffelfinger.1@gsfc.nasa.gov. NASA/GSFC plans to
issue a Request for Quotation (RFQ) to conduct a study of emergency
functions and requirements and identify how technologies implemented in
regional application centers can met these needs. A conceptual model
will be defined and information technologies which could be implemented
to develop a prototype emergency response communication and information
center will be defined. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase
the items from the company AEPTEC. AEPTEC is presently working with
the Applied Information Sciences Branch on a processing system which
interfaces with Goddard Regional Acquisition Centers (RACs). This
effort requires a company knowledgeable with university systems and the
applications utilized by the RACs. AEPTEC is such a company since they
are the only company to have developed a hardware system to interface
with Code 935 RACs and have knowledge of the current university
systems. The study requires the eventual use of NASA derived weather
information technologies. NASA has transferred some of these
technologies to AEPTEC. Therefore this company is fully aware of its
uses and capabilities and is most qualified to do a feasibility study
of the RAC capabilities. The Government does not intend to acquire a
commercial item using FAR Part 12. See Note 26. Any referenced notes

from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
