(202) 307-0613 The Office of Justice Programs (OJP) intends to issue on
a sole source basis a purchase order to REJIS Commission, 4255 West
Pine Blvd, St. Louis, MO, 63108. The REJIS Commission will to conduct
a pilot test of data collection procedures for a Bureau of Justice
Statistics' (BJS) national study of recidivism. The results of this
pilot test will help shape data collection procedures for the national
study. REJIS will pilot test procedures for collecting data on persons
released from prison and criminal history data. This requirement
requires a contractor that is knowledgeable about "Interstate Rap Sheet
Transmission Specification" and is highly experienced with the
processing of criminal history files and converting criminal history
files into databases suitable for research purposes. The REJIS
Commission is a criminal justice agency that routinely receives,
transmits and stores confidential criminal history records and their
expertise is in the processing of large data files at the Federal and
State level. This purchase order will be negotiated in accordance with
the authority of 41 U.S.C.215(c)(1) -- Only one responsible source
with unique capabilities. This is not a request for quotation. Any
other firm desiring consideration must submit documentation which
demonstrates its technical capability to perform the requirements. See
