The Air Force Flight Test Center (AFFTC) intends to award a sole source contract to American Airlines Commercial Flight Services as they are the only contractor who could meet the Governments requirement in accordance with 10 U.S.C. 2304 (1), pursuant to FAR 6.302-1, "only one responsible source and no other type of service will satisfy agency requirements". A sources sought synopsis was issued on 27 February 1998 and no responses were determined able to meet the Government's requirement other than American Airlines Commercial Flight Training. A firm-fixed-price requirements contract is contemplated to include a basic contract period of one year from the date of contract award with four additional one-year option periods. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
