U.S. Agency for International Development will issue a request for
proposals (RFP) for two advisors: Chief Deregulation Advisor and
Deregulation Advisor. Separate awards may be made for each advisor. The
advisors will provide technical assistance to the Ukraine State
Committee on Entrepreneurship Development (SCED), the Deputy Prime
Minister for Economic Reform s Working Group on Deregulation, and the
International Centre for Policy Studies. Work will be focussed in four
interrelated components: Support for legal/policy reform; training
SCED and Licensing Chamber personnel; Implementation of pilot business
registration center in Kiev; and capacity building of International
Centre for Policy Studies. A term, cost reimbursement contract is
planned, to include expected results and required deliverables. The
planned period of performance for each advisor is one base year plus
one option year, beginning as early as June 1998. This acquisition is
set aside for small business concerns; SIC Code 8742/$5M. The term
concern includes but is not limited to an individual, partnership,
corporation, joint venture, association or cooperative. The preferred
method of distribution of USAID procurement information is via the
Internet or by request of a solicitation on a 3.5" floppy disk
(WordPerfect 5.1/5.2 format). This CBD notice can be viewed and

Receipt of this RFP through INTERNET must be confirmed by written
notification to the contact person noted above. It is the
responsibility of the recipient of this solicitation document to ensure

no responsibility for data errors resulting from transmission or
conversion processes. Any interested party requesting a hard copy or
diskette of the solicitation must submit a written request (fax or
email is acceptable) to the contracting officer and must make its own
arrangements with the contracting officer to get the solicitation;
USAID/Kiev will not bear the cost for this purpose of courier service
